Gordana Paović Jeknić, full professor at the Faculty of Law of the University of Montenegro (UCG), is the recipient of the award for her special contribution to scientific research and international recognition of the UCG.
The award, which she received based on the proposal of the Faculty of Law Council, was presented to her by Rector Vladimir Božović at a ceremonial session of the Senate of the University of Montenegro.
The University of Montenegro announced that Gordana Paović Jeknić has made a significant contribution to the international visibility of the institution in the past year, by organizing and moderating the UCG Faculty of Law panel "Legal, Ethical and Social Implications of the Application of Artificial Intelligence in Infrastructure Systems". The panel was held in Belgrade in October 2024, as part of the international conference "Critical Infrastructure Systems in the Era of Artificial Intelligence".
"Through her research and teaching activities within international projects, including the Jean Monnet project and the EMIMI module dedicated to the tax and budgetary law of the European Union, she further contributed to the affirmation of the University of Montenegro in the European academic space. Also, as a member of the Commission of the Ministry of Finance of Montenegro for Licensing Tax Advisors, she played a key role in the development of the tax profession in the country, which resulted in the establishment of the Chamber of Tax Advisors of Montenegro in 2023," the statement reads.
They remind that Paović Jeknić prepared the paper "Tax Advisors in Montenegro" for the Kopaonik School of Natural Law 2024 conference, while in the journal Pravni zbornik - a journal for legal theory and practice of the Association of Lawyers of Montenegro, she published the paper "Budgetary Control in Montenegro - 20 Years Since the Establishment of the State Audit Institution". They say that this work is of particular importance, since as a consultant to the German organization GTZ, she participated in the establishment of the State Audit Institution of Montenegro, the preparation of the first law regulating its organization and work, and was its first president.
They also point out that Gordana Paović Jeknić is a prominent scholar in the field of tax and budget law, with many years of engagement in teaching, scientific research, and international cooperation.
"In her academic career so far, she has taught at undergraduate and master's level in the field of Financial Law and Tax and Budgetary Law of the European Union. She served as Vice-Dean for Education and Finance at the Faculty of Law, was the first President of the Senate of the State Audit Institution of Montenegro, as well as a member of key advisory bodies of the Parliament and Government of Montenegro in the field of constitutional law, budget and budgetary control, and the tax system. She actively participated in the drafting of tax laws and laws in the field of budget and budgetary control in cooperation with international organizations such as UNDP, GTZ, USAID, and the European Bank for Reconstruction and Development (EBRD), the Westminster Foundation, etc. She is the author of numerous scientific papers published in reputable journals, co-author of textbooks, and author of several monographs. She graduated from the Faculty of Law of the University of Montenegro in 1987 with an average grade of 9,16, and during her studies she was the winner of the UCG Student Award and the '19 December' Award of the Podgorica Municipal Assembly. She received her master's degree from the Faculty of Law, University of Belgrade in 1996, while she defended her doctoral dissertation 'Budgetary Control: Yugoslav and Italian Law' in 1999," according to the UCG.
They said that the recognition she received confirms her long-standing contribution to the advancement of scientific research and the international recognition of the University of Montenegro.
