The Ministry of Public Administration (MPA) plans to invest almost 150 thousand euros by the end of the year in various IT training for officials, with the aim of strengthening the capacities of employees in the information and communication technology sector in that department, but also for the use of electronic document management systems, as well as for improved e-training platforms.

"It is very important that other institutions be proactive and define data sets that they can create and publish in an open format," Maraš said at the time.

In Montenegro, the open data portal was first introduced in July 2018, which was a legal obligation resulting from amendments to the Law on Free Access to Information (FOI) from May 2017. However, the portal has not been functional for some time, and Dukaj's department previously told "Vijesti" that the reason for this was a cyber attack on the IT infrastructure of the Government of Montenegro that occurred in August 2022.

According to the Annual Adult Education Plan for 2025, the goal is to train at least 50 administrators from state institutions, the private sector, and non-governmental organizations to use the open data portal. The Dukaja department will provide the necessary funds through donations.

30 thousand euros have been planned to strengthen the capacities of employees in the IT sector in the MPA, and the goal is to organize at least six specialized training courses for IT staff through this activity.

The same amount, or 30 thousand euros, is planned for training new users in the use of the information system for electronic document management and management of the process of electronic sessions of the Government of Montenegro. The goal, as stated in the Annual Adult Education Plan for this year, is to implement training for 400 civil servants and 50 administrators.

Ten thousand euros are planned for training users in the use of digital signatures for creating electronic documents within the information system for electronic document management and management of the process of electronic sessions of the Government of Montenegro, and the goal is to train 100 officials through this activity.

Ten thousand euros, as planned, will be invested to improve the e-training platform, the Digital Academy. In addition to the goal of improving the platform, through this activity, it is planned that at least 20 training courses will be developed, in accordance with the e-training guidelines.

According to the report for 2024, computer courses for employees in state bodies, state administration bodies and local governments were not implemented in that year, which, as the document states, were planned with the aim of improving their key competencies.
