The Ministry of Finance has not approved the coefficients proposed for the management of the company "Unispektrum", founded by the University of Montenegro, "Vijesti" has learned.
Previously, the Board of Directors of the University of Montenegro, headed by Milivoje Radović, accepted a proposal according to which, among other things, the director of "Unispektrum" should have received a higher basic salary than the assistant professor and associate professor of that state higher education institution.
The UCG previously told "Vijesti" that the proposal should "pass various 'filters' by the relevant ministry as a higher instance, and only after all actions have been carried out by the ministry, it will be sent to the Government of Montenegro, as the founder, for approval."
"The Ministry of Finance, in explaining its position that consent should not be given to the proposal for coefficients for salaries in 'Unispektrum', states that this would violate the systemic regulation of salaries in the public sector," claims a source for "Vijesti" from the University of Montenegro.
The decision on coefficients, as well as the act on the systematization of jobs at "Unispektrum", were published in the Bulletin of the University of Montenegro in January.
The systematization act stipulated that the director of a university enterprise must have completed four years of higher education, and his coefficient for salary is 20,23. This coefficient is multiplied by 90, which is the basic gross salary. Assistant professors and associate professors at the University of Montenegro, who are recognized by the Law on Salaries in the Public Sector, must have a doctorate, several published scientific papers, and their coefficients for calculating the basic salary are 17,29 and 19,89, respectively.
UCG founded "Unispektrum" in March 2023, with a founding capital of around 2.000 euros.
According to the tax return, that year the company operated with a deficit of 1.812 euros, and had one employee.
