The Council of Europe has published a study on Good Practice in the Implementation of Human Rights, “Council of Europe Study on Domestic Capacities in a Number of Countries for the Prompt Execution of Judgments and Decisions of the European Court of Human Rights”
The President of the Supreme Court of Montenegro, Valentina Pavličić, in her capacity as the Council of Europe's national consultant for the rule of law on the implementation of judgments of the European Court of Human Rights (ECHR) in the national judicial system, is the author of a national study in relation to Montenegro.

It is based on national studies conducted between April and July 2024 in 27 Council of Europe member states.
It was developed within the framework of the Cooperation Project entitled "Support to Effective Domestic Capacity for the Execution of ECtHR Judgments (Phase 1)", implemented by the Council of Europe and funded by the Human Rights Trust Funds (HRTF).
