Budva is threatened again by a fairground

The season is approaching, and there is still no Program for Temporary Facilities for Promenade and Terraces. The Municipality says that the draft is ready and will be submitted for approval, while the opposition says that even in ideal conditions it cannot be adopted before mid-May.

The summer season is practically upon us, the May Day carnival will officially announce its beginning, and the Municipality of Budva has not yet adopted the Temporary Facilities Program, a document that will determine whether Budva will return to the old fairground practice or whether order will be introduced on the city promenades and around the Old Town.

The adoption of the Temporary Facilities Program was one of the main challenges of the new municipal government.

Former administration of the detained municipal president Milo Božović It had until December 31, 2023, when the old five-year Temporary Facilities Program expired, to develop a new one and get the green light from the Municipal Assembly. That did not happen, and last summer, not a single temporary facility in the city, from restaurant terraces to kiosks, but also parking lots, was legal. The promenades resembled fairgrounds, the city lost at least 600 thousand euros, and estimates are as much as a million euros, from the collection of fees for renting out locations for setting up temporary facilities, for which no one was held accountable, although a criminal complaint was filed with the Special State Prosecutor's Office.

Leader of the parliamentary list "Movement for the City" Đorđe Zenović He told "Vijesti" that it is unclear why the Commission, which was formed more than a year ago, has failed to draft a Temporary Facilities Program in all this time.

"That is a question for the members of the commission, but by today we should have already had the Program ready, along with the necessary approvals and accompanying decisions, and submitted them to the Parliament for adoption. Public hearings could have been organized regardless of the political situation and the lack of a parliamentary majority. Now we are faced with a procedure according to which, even if the public hearing is completed by the end of April, the consent of the Ministry of Spatial Planning, Urbanism and State Property, the Administration for the Protection of Cultural Heritage, the Roads Administration, the Environmental Protection Agency and other authorities is obtained, the final version of the document cannot reach the councilors before mid- or late May. And that is in the best case and unless there is obstruction from the state level," Zenović emphasized.

According to him, in parallel with the Program, a Decision on the method of setting up and removing temporary facilities, a Decision on the criteria for participation in the tender, as well as a Decision on starting prices must be prepared.

"After that, the Mayor must form a commission that will conduct the tender procedure, which lasts at least 15 days, and after the tender is completed, the Secretariat for Urban Planning must issue Urban-Technical Conditions for each individual location, which are the key condition for the tenants who had the most favorable offers in the tender to conclude a lease agreement with the Mayor of the Municipality and other contracts that impose obligations and rights on them based on the lease and use of public areas. From the above, if the legal procedure were to be followed, the entire procedure cannot be completed before the second half or even the very end of the summer season. Whether an interim solution and legal gymnastics with the annexation of the contract under the long-expired Program will be used remains to be seen. Of course, it is very late, and at least in this specific case there was no need for that, unless the fulfillment of pre-election promises was not delayed. The city is losing again, the restaurateurs and the economy are also losing, and municipal employees will be put in a situation where they have to work under great pressure, although none of those listed are to blame for the situation," assessed Zenović.

"Vijesti" was told unofficially by the Municipality that the draft should soon be forwarded to the relevant authorities for approval.

In February, the detained Mayor of Budva, Milo Božović, appointed a Commission to draft and propose a Program of Temporary Facilities for the territory of the Budva Municipality for the period 2024-2028.

Božović, on the proposal of the Acting Secretary for Urban Planning, passed a resolution appointing the Acting Secretary for Investments as the President of the Commission. Joko Popović, the deputy president of the Commission is the acting chief city architect Jelena Lazic, and the members are the acting secretary for communal housing affairs Srdjan Gregović, then Assistant Secretary for Property Protection Đorđe Zenović, Assistant Secretary for Urban Planning Danijela Marotić, Acting Chief of the Municipal Police and Inspection Vladan Braunović, head of the Protection and Rescue Service Dragan Božović, Assistant Secretary for Investments Marko Asanović i Nikoleta LutovacZenović withdrew from the Commission after being appointed as the leader of the Democratic list in the elections.

Former Vice President of the Municipality Jasna Dokić At the height of the summer season, she asked the Minister of Spatial Planning, Urbanism and State Property Slaven Radunović that the old temporary facilities program be extended, or that the contracts with the old tenants be annexed, which was rejected as illegal.
