The Municipality of Kolašin, within the framework of the detailed urban plan (DUP) "Centar", does not own suitable plots for the long-announced public parking garage project, so it will purchase the missing land from a private owner.
According to the draft Decision, which is on the agenda of the next session of the Municipal Assembly (MA), they plan to purchase seven plots, with a total area of 2.333 square meters, which will cost 611.000 euros.
The draft Decision states that "the owner of the land in question, Slobodan Knežević, addressed a letter of intent to the Municipality, offering to sell his land. The letter of intent was accompanied by an estimate of the land's value of 626.000 euros."
"The Municipality of Kolašin is interested in purchasing the subject real estate for the purpose of implementing a necessary infrastructure project - the construction of a public garage. The Municipality of Kolašin has had a long-standing problem of solving parking spaces, and the subject location is ideal for solving this problem, given that it is a location that connects 'Zaobilaznica' street and the city center itself, as well as the existing parking space," the explanatory note to the Decision proposal states.
They also claim that “the location for the stated purpose is provided for in the valid planning documentation, which is located at the Secretariat for Spatial Planning, Communal Affairs and Traffic”. The municipality ordered an assessment of the value of the land, and the report on the assessment of the value of the real estate was prepared by a certified appraiser. Milovan MarkovicHe estimated that "the real expected market value of the property is 263,27 euros per square meter."
"There is an active real estate and land market in the area where the property is located. The price of urbanized land plots, depending on the characteristics (microlocation, area, shape, access, level of development, infrastructure equipment...), ranges from approximately 250,00 to 350,00 euros per square meter," Marković wrote in the Report, which was submitted to the councilors in the convocation for the next session of the Municipal Assembly.
The plots that the Municipality intends to purchase are located in General Anđelić Street. As the appraiser wrote, "the location is in a zone of high density development, dominated by collective housing facilities". It is about 300 meters from the city center, and in the immediate vicinity are the Kolašin schools and kindergarten. He also explains that there are registered encumbrances and restrictions on the appraised property, namely a mortgage in the amount of 330.000 euros in favor of NLB Bank and a recorded procedure for the purchase and sale of real estate from June 13, 2023.
By voting for the proposed decision, the councilors should authorize the Mayor Petka Bakić to conclude a Real Estate Purchase Agreement, which will more closely regulate all mutual rights and obligations of the contracting parties. Bakić should also inform the local parliament about the implementation of this work through an annual work report. According to this year's spatial planning program, the amount of 1,5 million euros is planned for the expropriation of land for the needs of several infrastructure projects.
