The Mediterranean Sports Center, the largest facility in Budva where sports events are held, from international and domestic championship matches, and high school students have physical education classes, is illegal and does not have a use permit, because the Secretariat for Urbanism and Sustainable Development of the Municipality has again, for the umpteenth time in the past eight years, rejected the request of the municipal company Mediterranean Sports Center (MSC) to legalize and issue a permit for a large sports center in the heart of the city, built more than three decades ago.
The municipal company, which is funded by the city budget, submitted separate requests in March for legalization and obtaining a usage permit.
"The request of the Mediterranean Sports Center for the legalization of an illegal business facility is rejected as unfounded," states the decision issued on March 14, which "Vijesti" had access to, and which is signed by the acting secretary. Milica Mazarak.
The explanation states that the company submitted a request two days earlier, on March 12, for the legalization of an illegal business building built on cadastral plot 1617/1 KO Budva. According to the cadastral records, there is a complete sports center on that plot with a large hall, as well as numerous business premises located on the ground floor and on the first floor.
In addition to the fact that a sports complex with business premises cannot be legalized, the Municipality of Budva has repeatedly rejected requests from the Mediterranean Sports Center to issue a permit for the use of a sports center.
It did so on March 11, when the Secretariat, as stated in the decision, rejected as unfounded the request of the Mediterranean Sports Center for issuing a use permit for a business facility.
"In the process of resolving the request in question, it was determined that MSC submitted a request for legalization to the Secretariat for Urbanism and Sustainable Development on the same day and that it was invited to supplement the request. Since it was determined that MSC had submitted requests for legalization of illegal buildings and issuance of a use permit several times in previous years and that they were rejected by decisions of this Secretariat, it is clear that the legal requirements for issuing a use permit were not met," the decision states.
The work program and financial plan of the Mediterranean Sports Center for 2 will be presented to the councilors on April 2024, when the local parliament session is scheduled, one of the decisions that was left behind due to the political crisis in the city.
In that document, the management of the municipal company states that one of the problems in the business is precisely that the facility does not have a use permit.
"From the very beginning of the operation of the facility, it has not had a use permit, although all project documentation has been obtained. Namely, during the technical acceptance, the criteria relating to the roof structure were not met. Therefore, the owners and tenants of business premises in the MSC facility cannot obtain the necessary documentation to carry out their activities. The problem with the roof structure was resolved by a rehabilitation and adaptation plan prepared in 2019 by the company "Aqua inžinjering", and the work was carried out by the company "Montgrej". The company began collecting the necessary documentation and hired the company "Sau" from Budva, in order to obtain a use permit, but unfortunately it was not obtained," it says in the document that was given the green light by the Secretariat for Social Affairs.
As stated in the document, it is necessary to prepare an as-built design and geodetic studies of the gross and net area of the entire facility, as well as technical acceptance of the building, which costs 150 thousand euros.
"Once the company receives the occupancy permit, it will be necessary to reconstruct the entire facility based on a conceptual design already done by the company "Sau" from Budva. That would cost a million euros, and MSC would get another 500 square meters of office space, which would blend in with the Mediterranean style of construction," the company claims.
In 2014, the Municipal Assembly made a decision to form the Mediterranean Sports Center Limited Liability Company, whose founding capital, as stated, is a facility with a large sports hall with stands, offices for physical education and technical services, locker rooms, and six business premises.
The municipality is also a 100% owner of the company, which it supports with its budget to pay salaries to employees, but also to keep the center functional.
In addition to numerous sports teams, who train in that hall during the winter period, students of the high school, which is located across the street from the Mediterranean Sports Center, also have physical education classes in it.
Years ago, none of the authorities in the municipality solved the problem of legalization of the complex, nor implemented projects of complete reconstruction, for which the center is more than ripe.
Although the management, which has been at the helm of the Mediterranean Sports Center for the eighth year, has announced the reconstruction and promoted the project, it has not yet happened, because the realization of such an ambitious investment requires that money be allocated from the budget through the investment activities of the Municipality.
It is expected that the appointment of a new board of directors will result in the replacement of the current management and the appointment of new company leadership.
