The Public Company for Marine Management announced that work is being carried out at the Zavala site in accordance with the law and rejected the accusations made publicly by the Mayor of Budva Municipality, Nikola Jovanović.
"We strongly reject blanket and inaccurate statements that mislead the public and unnecessarily compromise the regular operations of state institutions and legitimate investors. The activities carried out at the location of bathing beach number 11A in Zavala are being implemented fully in accordance with the law, based on the Program of Temporary Facilities in the Coastal Zone for the Municipality of Budva (2024–2028), the construction application issued by the Ministry of Spatial Planning and Urbanism (No. 09-7/25-2540/1 of 25.02.2025) and the consent of the Environmental Protection Agency (No. 03-UPI-394/24 of 12.03.2025)," the statement from this public company states.
Statements about alleged "throwing sand into the sea" and "illegal works", as they stated, are malicious, unverified and extremely irresponsible, "especially when they come from those who should have the facts."
"No activity was carried out without prior approval and review by the competent institutions. The public company did not issue any illegal orders, nor is any work being carried out at the location beyond the planned scope. Our role is to monitor the implementation of adopted plans and ensure the protection and sustainable use of the coastal zone - which is exactly what is being done at this location. In accordance with the Strategy for the Development of Tourism of Montenegro, the improvement and expansion of beach capacities at frequent locations, such as Zavala, is part of a broader plan to improve the quality of the tourist offer. Also, in accordance with the planned activities, work will be carried out on the arrangement of beach furniture, including painting posts, fences and other elements of the beach infrastructure," the Coastal Zone emphasizes.
For the implementation of these simple, as they emphasize, but important activities, we will also invite the competent services of the Municipality of Budva to provide us with support because we see that they are experts in this field.
"The Public Company for the Management of the Coastal Zone of Montenegro should not and will not serve as a means to divert public attention from the fact that certain political structures, which previously formed the backbone of local government, are being repositioned within the governance system in the Municipality of Budva. We call on all entities to refrain from spreading unverified information, and to act responsibly and in the interest of the public, and not for personal or political promotion. Such irresponsible behavior directly damages the reputation of institutions, investors and the overall business environment on the Montenegrin coast. The Public Company remains available to all competent authorities, the media and citizens to provide accurate and verified information," the statement reads.
