The health institution of the Pharmacy of Montenegro "Montefarm" has implemented 20 recommendations of the State Audit Institution (SAI), 12 are ongoing, while three have not been implemented.
According to the DRI report, published two days ago, the board of directors of "Montefarm" previously adopted a recommendation that it regularly adopt work and development programs of the institution in accordance with the Statute, but also adopt financial reports in accordance with the law, which was not the case before. One recommendation has been partially implemented, and the institution is obliged to submit a new report within six months.
"Montefarm" also implemented the recommendation to regularly adopt annual financial reports to the Tax Administration, in accordance with the Law on Accounting, as well as to write off medicines and medical devices of higher value based on the decision of the director with a prior review by the inventory commission.
The SAI recommendation to adopt an internal procedure regulating the costs and the right to use representation, as well as the maximum amount of expenses for these purposes, was also complied with, as well as the recommendation on mandatory control of incoming invoices with mandatory elements on the type of goods distributed, the number of tenders, etc. “Montefarm” also accepted the recommendation to adopt an internal procedure regulating the rights, limitations and justification of corporate and social responsibility and sponsorship costs. An employee code of ethics was adopted, as well as a Risk Register and an internal procedure on the use of official vehicles...
"Montefarm" has not yet implemented the recommendations that, when hiring, intermediaries - agencies for temporary assignment of employees for systematized positions are not engaged, as well as that payments of compensation and other income to members of the Board of Directors are made based on the decision made by the body that appointed them. "Montefarm" said that at the end of the year, the Board adopted a Decision on determining compensation for work in accordance with the Law on Salaries of Employees in the Public Sector, which was sent to the Ministry of Finance for approval, after which it will be submitted to the Ministry of Health, which will forward it to the Government session....
"Montefarm" has not yet adopted an internal procedure regulating the method of calculating, collecting and recording its own revenues, and, according to the institution, a formed commission is currently working on this. The institution is obliged to submit a new report on the implementation of the recommendations within six months.
In 2023, the SAI gave a negative opinion on the audit of the regularity of that public institution, which is why the findings were forwarded to the prosecutor's office, and the former director, among other things, was removed from that position.
