Some employees at the Institute for Education claim that the director of that educational institution Raba Hodzic It disrupts interpersonal relationships, but also, among other things, allegedly forces the school supervision service to significantly reduce the grades of institutions and falsify the explanations for this.
They also claim that they have informed the Ministry of Education, Science and Innovation, as well as the Government, about this, but that there has been no reaction so far.
In their response to "Vijesti", the Institute for Education rejected these claims, stressing that they are "malicious, inaccurate and arbitrary." They called on "anonymous concerned employees" to contact the competent institutions through legal proceedings, with evidence if they have it.
From the Ministry Anđele Jakšić-Stojanović responded to the editorial office that they were "aware of the anonymously submitted letter containing allegations relating to the management of the Institute for Education, including the director, Ms. Raba Hodžić, and her assistants."
"The Ministry, as in any similar case, will consider the submitted information in accordance with its responsibilities and established procedures. The public will be informed in a timely manner about further steps," the Ministry of National Education and Research said.

The employees, they emphasize, are ready to testify about the pressures exerted by the director, and "they keep all of her requests for grades to be lowered in the original manuscript, and even keep a diary of the coercion."
They also point out that this documentation is extensive because "forceful changes to supervision reports" occurred in more than 30 institutions across Montenegro.
They claim that such a situation existed in cases of regular and extraordinary supervision last year at the "Slobodan Škerović" Gymnasium.
"When the director asked for a reduction in the performance ratings of the then director Biljana Vučurović"On that occasion, there were verbal disagreements - conflicts between the supervisor and the director of the Institute and her assistant, because the goal was to degrade the reputation and work results of director Vučurović, who received extremely high marks from supervisors, some of which were forcibly reduced, and some were not because some supervisors did not give in under pressure," the employees' letter states.
In a letter to the media, they point out that Hodžić "insults, disrespects his colleagues, threatens them and belittles them."
They specify that the greatest pressure is felt by employees in the Department for Determining the Quality of Work of Educational Institutions.
"One of the Institute's tasks is to visit and evaluate the work of schools, kindergartens, homes, resource centers, and other educational institutions. The supervisors who carry out this supervision are under pressure to change the grades they give to the institutions, as well as their explanations. More precisely, the director and her assistant in that sector are forcing the supervisors to significantly reduce the grades and falsify the explanations for those grades," the letter states.
"The methods of coercion are different: threats of losing their jobs, threats of a disciplinary committee, official notes... According to the Law on Administrative Procedure, they do not have the right to do that and this is a potential violation of Article 12 of that Law."
Institute: We are just making suggestions.
The Institute for Education officially responded to "Vijesti" that the institution's management "analyzes the draft version of the report, which is submitted to them by the head of the team of supervisors, and, if deemed necessary, proposes certain suggestions in order to improve the quality of the report's content."
"The suggestions mainly relate to the harmonization of the explanation and the given assessment, the correct use of pedagogical terms and their interpretation, the failure to represent all standards and indicators prescribed by the Methodology for Ensuring and Improving the Quality of Educational Work in Preschool Institutions, Schools, Educational and Resource Centers... as well as suggestions relating to contradictions and inconsistencies in the reports of different members of a team," the Institute responded to "Vijesti".
They also point out that there is "omission of important recommendations on the basis of which a plan for improving the quality of work of an educational institution is developed, omission of relevant sources for assessing key areas..."
"The reports serve to highlight weaknesses and areas of work that need to be improved, and then the head of the educational institution implements measures to improve teaching or the key area being supervised. The head of the team of supervisors submits the final version of the report to the director for signature. The team that conducted the external evaluation of the educational institution decides whether to accept the suggestions of the Head of Department, the Assistant Director in the Teaching Sector and the Director of the Institute, after which only the version that each supervisor agrees with is sent to the educational institutions and becomes available on the Institute's website, so that the entire public can become familiar with them," the institution replied.
