The Municipality of Pljevlja plans to build a new shelter for abandoned animals at a location that will be two hundred meters away from the current one.
This was confirmed by the Secretary of the Secretariat for Inspection Affairs of the Municipality of Pljevlja. Vule Macanović.
He said that the location, not far from the Pljevlja Thermal Power Plant, has been proposed and should be included in the spatial plan of the Municipality, the development of which is underway.
"The location of the asylum has been determined through the amendment to the spatial plan of Montenegro. We cannot expand the current asylum because the location where it is located is not our property and we do not have consent. That is why we have proposed a new location for the asylum as soon as the new spatial plan of Montenegro is adopted, which will determine a location about 200 meters away from the current asylum in the direction of the city. It is municipal land and there are other conditions, and as soon as the SPA is amended, we will implement it," said Macanović.
Director of the Utility Services Company Mile Bujišić He said that the asylum in the village of Zabrđe was overbooked.
"The shelter's capacity is not sufficient to accommodate all stray dogs, while at the same time complying with the Animal Welfare Protection Act and the Regulations that boarding houses and shelters for abandoned animals must comply with, adopted by the Ministry of Agriculture and Rural Development," said Bujišić.
A total of 155 dogs were captured last year, 130 of which were adults and 25 were puppies. Currently, of the dogs captured in 2024, 80 are staying at the shelter.
In 2024, the veterinarian examined and dewormed 155 dogs at the Shelter for Abandoned Animals, sterilised 23 females, castrated 18 males, vaccinated 76 against rabies, and treated an average of 211 dogs against parasites. Last year, six dogs were adopted, and 38 euthanasias were carried out, of which 35 were sick and old dogs, and three were euthanised because they were very aggressive towards the shelter's workers.

Six employees are currently engaged to perform work at the Shelter for Abandoned Animals, of which one is the manager, who also works as a driver, four are employed on a permanent basis, and one is employed on a fixed-term basis.
"The possibility of hiring another worker is being considered to organize the capture of dogs by working constantly and in a second shift. Employees of the Shelter for Lost and Abandoned Animals were in the field every day with the priority of visiting elementary schools, the city hospital and kindergartens, responding to all calls from citizens and the municipal police, but despite all their engagement, they could not meet all the demands of citizens," said Bujišić.
He pointed out that the priority for performing these tasks is in the city area, but that the number of calls from rural areas has significantly increased, which has directly affected the increase in shelter costs.
"In order to improve the work of the shelter in the coming period, it is necessary to increase its capacity because the current one is insufficient for the needs of the municipality, as well as to begin implementing the 'catch, sterilize, vaccinate and release' program. This is in order to increase the capacity of the shelter, and we are also of the opinion that such dogs are far less aggressive and their presence prevents the appearance of new dogs in certain areas of the city," said Bujišić.
