The Council of Radio Television Podgorica (Gradska TV) will ask the Capital City Assembly to dismiss Aleksandar Đurišić as a member of that working body at the next session, because he was engaged in another media company that distributes audiovisual content.
This was said during the 24th session of the City TV Council.
They decided with four votes to send the proposal to the local parliament, whose session has not yet been scheduled.
The President of the City TV Council, Vesna Radulović, once again raised the issue of dismissing Đurišić, because, as she said, there had been "some new circumstances" that had been forwarded to her.
Đurišić responded that he stood by his statement from the previous session.
"Decide if you think this should be dismissed, propose it to the Capital City Assembly. If not, let's move on... I don't want to bother with this story anymore. If the Council thinks it's necessary, good luck," said Đurišić, emphasizing that he would not comment further on the matter.
They claimed that Đurišić was in a conflict of interest because he was simultaneously the legal representative of the "Daily Press" and a member of the Council of the local public broadcaster.
He said, during one of the earlier sessions, that he never had a contract with the "Daily Press" nor was he its legal representative. He said at the time that he provided legal assistance from 2019 to 2023.
"I have not acted in case P. No. 1408/19 since then... As far as I remember, the last action was taken on February 15th of last year, where I represented the witness Srdan Kosović, and the Basic Court delivered the verdict in the matter to my address, which I forwarded to the party for further action."
He also stated at the time that he believes in what he is fighting for, and that no hearings were held in the period from 2022 to 2023.
"Work needs to get a little more serious"
Council member Tatjana Džudović told General Director Vladimir Otašević and Head of the Finance Department Nemanja Vešović that "the work needs to get a little more serious", adding that she would like to see "an explanation of the changes to the Statute on paper".
"I would like to draw your attention. The Statute cannot be in this form. Every amendment to the Statute should be clear and with adequate explanation. Not to talk about it being changed. I want every point to be accompanied by adequate documentation. This is in our interest, but also in yours. I accidentally noticed Article 18 of the Statute, which is quite broadly worded," said Džudović, emphasizing that they must first familiarize themselves with the auditor's report.
Vešović said that the financial plan was adopted in September last year, and was modeled after that year's budget.
"Our funds have been reduced from 2,8 to 2,6 million euros. The original financial plan envisaged funds from the capital budget of the Capital City. Commercial income has not changed, we have remained the same. It is important to harmonize the financial plan," he said.
The costs of producing and broadcasting the program, said Vešović, amount to 430.000 euros.
"The investment and maintenance costs are 50.000 euros... Investment costs have been reduced to 210.000 euros. We did not receive funds from the capital budget this year. Unfortunately, we will not be able to purchase a reporting vehicle this year. I hope we will be able to do so next year. Travel costs have been reduced to 20.000 euros. Less is spent on travel...".
The regulation was returned for revision.
According to Otašević, the consulting contracts are a recommendation from the auditor. The City Television, he said, had not previously had this draft rule. The Council adopted this proposal with four votes in favor and one against.
Vešović said that the Rulebook on the conditions and manner of exercising the right to a variable part of salary refers to the regulation of additional work and overtime hours.
"Given that we saw what was done in the company before, with this regulation we limited variables quarterly - once every three months... We limited the abuse of the variable part of earnings. We regulated the way overtime is recorded," he said.
Džudović stressed that she does not agree with the text of the rules, and that she will not vote for them. She emphasized that Article 11 is controversial to her.
"Also, Article 12 is very questionable. The amount of the variable is also very controversial to me. I would like to draw attention to... I know that the Ministry of Finance gives clear and specific opinions on such matters."
The Council returned this regulation to the management of the local public broadcaster for further development.
