The transfer of ownership of the Sports Hall in Pljevlja has not been resolved even four months after representatives of the local government and the Ministry of Finance agreed that the Municipality of Pljevlja would take over the sports building built 21 years ago.
The Municipality of Pljevlja told "Vijesti" that they are confident that the "Ada" hall will become the property of the Municipality by the end of the year at the latest, after its assessment is completed.
The Municipality of Pljevlja owns 12,89 percent of the sports hall in Pljevlja, the Government of Montenegro - Ministry of Finance owns 57,88 percent, the Directorate of Public Works owns 25,96 percent, and others who participated in its construction as donors own 3,27 percent.
At a meeting held in mid-December last year in Podgorica, attended by the president and vice president of the Municipality of Pljevlja Dario Vranes i Darko Gazdić, Minister of Finance Novica Vuković and Director of the Tax Administration of Montenegro Sava Laketic, it was agreed that the first step in this process involves conducting a comprehensive depreciation assessment, which has not been done since 2004.
"This assessment will provide a clear insight into the current value of the facility and the necessary investments for its maintenance and future development. After the depreciation assessment is completed, the Municipality of Pljevlja will assume the obligation to settle the debts of the 'Ada' Sports Hall according to the long-term payment model. The assessment will be carried out by the Faculty of Economics in Podgorica. This step is an important part of the ownership transfer process and demonstrates the Municipality's readiness to assume full responsibility for this significant facility," the Municipality of Pljevlja announced at the time.
The Mayor of Pljevlja, Dario Vraneš, told "Vijesti" that they have not yet received an estimate from the Faculty of Economics.
He said that through this model, the municipality will take over the hall's debt based on unpaid taxes and contributions, which have not been paid for 12 years, and pay it off in several installments.
The debt on this basis is over three hundred thousand euros.
After these activities, the Municipality, in cooperation with the Government, will complete the legal process of transferring ownership, which will officially transfer the "Ada" Sports Hall to the ownership of the Municipality of Pljevlja.
"This will enable the Municipality to invest in necessary reconstructions, modernization and expansion of facilities that will benefit all our citizens, primarily athletes," said Vranes.
At the beginning of November last year, the "Ada" gym in Pljevlja suspended services to users for several days, due to the lack of working conditions caused by accumulated financial and other problems.
It resumed operations after a solution was found for the sports facility to continue operating at a meeting between the local government leaders and the Ada management, and the municipality supported the work with 50.000 euros.
Half of the money was used to pay part of the debt to Čistoća, which then unblocked the account so they could pay part of the electricity debt and pay two salaries.
