Employees in the Municipality of Mojkovac receive a variable salary

The draft Decision on the variable part of the salary of employees in the Municipality of Mojkovac will be before the councilors at the next session of the parliament. The act stipulates that employees in the municipal administration can be paid a variable part of their salary once every three months, at the end of the quarter, in the amount of up to 30 percent of the average net salary in Montenegro.

This type of "reward" is intended, as stated in the draft Decision, for employees who achieve exceptional results and quality of work.

"Exceptional results and quality of work of an employee are valued based on a special contribution to the improvement of the work process of the body or service in which he is employed, exceptional success and quality of work performed, special efficiency in work, increased workload and additional engagement due to unfilled positions... The variable part of the salary may be paid from the allocated budget funds of the body or service in which the employee works, from the positions provided for salaries and positions for other compensation, upon previously obtained confirmation from the local government body responsible for financial affairs on the available financial resources," the draft Decision states.

The legal basis for making this decision, as they explained, is contained in Article 21, paragraph 4 of the Law on Salaries of Public Sector Employees, which stipulates that for employees in the local sector, the conditions and manner of exercising the right to a variable part of the salary shall be determined by the competent local self-government body, with the consent of the Government and upon the opinion of the Ministry. The Law on Salaries of Public Sector Employees stipulates that the salary of an employee consists of a basic salary, a special part of the salary, a supplement to the basic salary and a variable part of the salary.
