There are over 120 times more women than men in preschool institutions in Montenegro, and the number of women is higher in primary and secondary schools. There are also more women in the competent Ministry of Education, Science and Innovation, as stated, among other things, in the Action Plan for Achieving Gender Equality for the Period 2025 to 2028, which was published yesterday on the Government portal (gov.me), and which was adopted by the ministry. Angel Jakšić Stojanović.
According to the data from that document, there are only more men in the dual education system, which is more often chosen by boys.
"Only 11 men work as teaching staff in preschool educational institutions in Montenegro, compared to 1.369 women, most likely because the job of a teacher in Montenegro is still perceived as a 'female' profession. There are significantly fewer male teachers in primary schools compared to female teachers (1.065, as opposed to 4.001), as well as in secondary schools (903 compared to 1.798)," the document states.
When it comes to the Ministry of Education, Science and Innovation, the total number of employees is 148, of which 108 are women and 40 are men.
"Women dominate the management structure, and the Ministry is headed by a woman, and among senior management staff, the largest number of employees are also women. Of the two state secretaries, one is a woman and one is a man, the secretary of the Ministry is a man, and of the six general directors, five are female and one is male," the document states.
When it comes to the number of male and female students at all levels of education, it is, as it is added, balanced, meaning there is approximately an equal number of boys and girls.
When looking at dual education in secondary vocational schools, the education department adds, there is a noticeable imbalance.
"The number of boys is significantly higher than the number of girls, that is, there are a total of 289 boys and 104 girls (only 26,46 percent of girls are included in the dual education system).
The main goals for the period 2025 to 2028, it is added, are to strengthen the education of employees in the fields of education, research and innovation on gender equality issues; educate students in the education system on the importance of gender equality, as well as the consequences of gender inequality, and reduce prejudices and stereotypes about male-female occupations and increase the inclusion of girls in dual education.
The goal is also to educate students about the consequences of gender-based violence, especially violence against women, through educational content and activities.
Also, the application of the principle of gender-responsive budgeting in the planning and implementation of activities, the creation of policies, interventions and methodologies in the field of gender-equal education in the function of promoting and ensuring a gender-sensitive environment for development and learning.
