At an extraordinary session of the Municipal Assembly (MA) on the last day of April, the Kolašin Agency for Design and Spatial Planning will be formed.

The councilors should also adopt the statute of that limited liability company (LLC).

The obligation to form a new local business company stems from the new Law on Spatial Planning, according to which local planning documents will in future be prepared by business companies established by local self-government assemblies.

According to the Law, a company established by the Government performs the audit of local planning documents, and the audit of state planning documents is performed by the Audit Commission.

The law allows two or more local governments to establish a company to develop local planning documents, but the Kolašin government decided to establish the Agency only for Kolašin.

According to the draft decision that will be presented to the councilors on Wednesday, the founder of the Agency is the Municipal Assembly. According to the draft act, the Agency's activities include the preparation of local planning documents, informing the public about the preparation of the planning document, as well as participating in the preparation of the Municipality's opinion on urban planning and technical conditions issued by the competent state administration body...

The Agency will participate in the development of the Municipal Spatial Planning Program, prepare technical documentation, perform expert supervision over the execution of works financed from the Municipality's funds, as well as from other sources of financing. It is also planned to review technical documentation and prepare a report on the state of spatial planning.

The company will be managed by an executive director and a board of directors, as specified in the draft decision.

According to the law, a company established by the local government assembly to draft local planning documents must have a responsible planner and at least four other planners employed. It is specified that the responsible planner may be a spatial planner, or architect, who has at least a VII1 level of educational qualification, at least ten years of work experience in spatial or urban planning, has passed a professional exam and is registered with the Chamber. Other planners employed in a local company must have at least a VII1 level of educational qualification and at least five years of work experience in spatial or urban planning, has passed a professional exam and is registered with the Chamber.

The Kolašin Agency will have a huge task ahead of it, as it is about to adopt several detailed urban plans, primarily those relating to the center, Breza and Smailagića Polje. The DUP Center, or rather the amendments and supplements to that document, were adopted a decade and a half ago. The hyperconstruction in the city center, which relies on that planning document, or rather the subsequent interpretations of the developers, which increased both the number of floors and the dimensions of newly built residential and tourist facilities, has been repeatedly questioned.

The local opposition and environmental activists have repeatedly proposed placing a moratorium on DUP Centar in order to protect the city center, but the current Kolašin government has not shown the will to do so.

Adopting a new DUP for the Center will probably be the Agency's first task. In addition, the local government should also amend the DUP for Breza from 2011 and the DUP for Smailagića Polje, adopted two years earlier.

These parts of the Kolašin municipality have attracted significant interest from investors in recent years, and intensive construction is underway.
