The Anti-Corruption Agency (AKS), with the support of the United Nations Development Programme (UNDP), assessed the implementation of anti-corruption measures in 21 municipalities in the second half of 2024.
The assessment shows how much and how local governments are implementing measures to strengthen integrity, accountability and transparency, and the municipalities of Bijelo Polje, Mojkovac, Nikšić, Pljevlja and Plužine achieved the best performance.
The analysis covers areas such as: corruption risk management, internal control, transparency and availability of information, professional behavior of employees and ethical culture.
"In this process, local government units have made important decisions and procedures to combat corruption and taken concrete measures to improve the anti-corruption framework. Among other things, rules for dealing with whistleblower reports and procedures to prevent conflicts of interest have been adopted, and clearer rules for hiring persons on a contractual basis have been prescribed," ASK announced.
The greatest progress, they add, was recorded in creating conditions for the implementation of anti-corruption regulations and strengthening the institutional framework, while the least impact was achieved in the area of ethical culture.
"A total of 470 recommendations for improvement were made, the implementation of which will achieve concrete results in further improving and promoting integrity and accountability at the local level," the statement reads.
