The Podgorica company "Sportski objekti" borrowed 220.000 euros without the knowledge of the Capital City, the acting (vd) secretary of the Secretariat for Financial Affairs and Budget Analysis confirmed to "Vijesti" Balša Spadijer.
He said that the Secretariat had not received an official request from that company for a loan, so on April 17 they asked "Sports Facilities" to state "why the legal procedure was not followed."
From the company he manages Aleksandar Vuckovic, however, claim that they contacted the Secretariat back in February, but that they never received a response to their letter.
Špadijer told "Vijesti" that upon reviewing the submitted financial reports for the first quarter of 2025 of the company 'Sportski objekti', a long-term loan in the amount of 220.000 euros was identified.
"That is why, by act no. 05-400/25-2672, dated 17. 4. 2025, we requested a statement from the company as to why the legal procedure was not followed, that is, a request was sent to the founder for credit debt, in order to forward it to the Government of Montenegro for approval, and after obtaining approval, to the parliamentary procedure," replied Špadijer.
Vučković, however, says that this is not a "classic loan, but practically a loan with which we will receive the money in advance that is due to us under the contract for the branding of the Sports Center (SC) 'Morača'."
"... So a cession was made between the company, a private company and a bank," explains Vučković.
He claims that he contacted the Secretariat for Financial Affairs and Budget Analysis of the Capital City, seeking an opinion on the possibility of taking out a loan, but that they did not receive a response to the letter "sent to them on February 17th of the previous year."
"The reason for this is primarily the payment of taxes and contributions to employees, because on December 13 last year, the Tax Administration issued a decision on forced collection from the funds of 'Sports Facilities', which would mean blocking the company's accounts and operations. 'Sports Facilities' received the same decision on January 20 of this year. According to them, the Tax Administration was forced to do all this due to the persistent insistence and pressure of the former managers of 'Sports Facilities', the so-called advisors who pushed the company into a million-dollar loss, which was determined by the recently completed financial statements, which detail the incorrectly presented situation from previous years, before 2023 and the arrival of the new management," explained Vučković.
He said that they also asked the Tax Administration to write off the default interest in the amount of 36.000 euros.
"After that, the company paid 175.712 euros to the Tax Administration, and the remaining loan funds were used to settle other current liabilities. We also emphasize that the loan is repaid in two installments in just one year, the first installment on September 30.9.2025, 30.9.2026, and the second on September 17.000, XNUMX., and that the total interest is XNUMX euros, which is incomparably less than the default interest charged to us by the Tax Administration...".
The Budget Inspection has not yet received the initiative
The head of the Democratic Party of Socialists (DPS) councilors' club in the Capital City Assembly, Andrija Klikovac, published a letter on the social network Iks last week that he submitted to the Budget Inspection, in which he claims that "Sportski objekti" borrowed 220.000 euros "without the consent of the Capital City Assembly."
The Budget Inspection responded to "Vijesti" that they had not yet received Klikovac's initiative.
"I hereby inform you that, as I informed you over the phone, the initiative was not submitted to the Budget Inspection, conducting a search based on the information provided about the potential subject of supervision. If it is registered with the Ministry of Finance, and the applicant has been notified in accordance with the law, please provide the registration number," Jelena Perućica replied to "Vijesti".
