Before the councilors of the Kolašin Municipal Assembly (MA), at the extraordinary session being held today, among other things, will be the Decision on determining the public interest in the expropriation of real estate for the purposes of building a road in the Breza settlement.
In this Kolašin settlement, the construction of several luxury hotels has been completed in recent years, and the provision of communal infrastructure, including the road, is the obligation of the local administration. Almost five million euros will be spent on the construction of the main road with accompanying infrastructure, and the Municipality plans to expropriate several dozen plots, or parts of plots, mostly of smaller areas. The Decision does not state how much money will be spent on this. According to the budget rebalance for this year, expropriation for infrastructure projects will cost citizens more than 1,2 million euros.
"In order to implement the project to build a road in the Breza settlement, the intersection of the access road and the Street of Heroes of the Battle of Mojkovačke, Street 1, Street 4, Street 7 and Street 9, in accordance with the conceptual design and guidelines of the Breza DUP, it is necessary to resolve property and legal relations along the entire route of the road. The expropriation study was prepared for these purposes by 'Sami inženjering' Ltd. The study was forwarded to the Real Estate Administration for assessment, after which the funds allocated for expropriation in the 2025 budget of the Municipality of Kolašin will be deposited in a special account of the competent ministry, so that the expropriation procedure can be initiated with the Real Estate Administration," the explanatory statement to the Decision states.
The Capital Projects Administration signed a contract with the company IGP "Fidija", the contractor for the road in Breza, in February this year. The technical documentation explains that the subject of the project is "the reconstruction of the existing and the construction of new access roads (streets and parts of streets in the Breza settlement) in the traffic and infrastructure corridor". As it says, the project is being implemented "mainly according to the current DUP for that part of the city".
The documents state that the roads should provide access to the urban plots on which the five-star hotel is located, the investor of which is "Montenegro Luxury Hotels and Resorts" from Kotor.
Compared to the General Urban Development of Kolašin from 2014 and the DUP Breza adopted three years earlier, the construction of the road does not provide for a connection to the main road across the Tara River.
"A conceptual design has been developed, proposing the relocation of the intersection of the access road and Ulica junaka Mojkovačke bitke, in a way that avoids the Tara River. Given that the entire planned settlement will practically rely, in addition to one or two more, on this intersection, an intersection with a roundabout traffic flow has been proposed. The intersection allows for bus traffic. Based on the conceptual design, a Decision was made on determining the location of a local facility of general interest, which, in addition to the UTU, is the basis for the development of the main project," the technical documentation states.
The deadline for completion of the works is 18 months from the date of the contractor's introduction into the work.
