Časlav Vujotić, an employee of Radio and Television of Montenegro (RTCG) and a former candidate for the position of general director of the public service, sent the RTCG Council and the Commission for Resolving Housing Issues "an objection to the new 'Executive List for the Distribution of Apartments and the rejected appeal due to the Regulation that favors management."
He said, among other things, that he expects the rulebook on resolving housing issues for RTCG employees to be annulled and a new one created, with a commission consisting of lawyers and "all those whose complaints you have rejected."
"You did not deny that with the Regulation for resolving housing issues of employees, you are better satisfying the housing needs of management members. Their salary coefficient, even though they have been with the company for a short time, is more favorable compared to people who have spent a long career at RTCG. Those brought in as bosses are leading the list instead of being at the bottom. You created a system where a few years of close cooperation with Raonic mean more than waiting for an apartment for the rest of your life. You did not deny, with subtlety, that recipients of loans for housing construction or renovation can also grab an apartment. I asked in vain, 'Why did they get a loan if they don't have an apartment?'. Instead of answering, you point out that the regulation is 'available to everyone'. It has nothing to do with anything," Vujotić wrote in a complaint, which he forwarded to the media.
"For example, I reported a suspicion that a company associate who was hired yesterday was given a job in the company, and an apartment with it. You could have asked who it was. I didn't name him, so - how do you know it's not true? Someone from the commission could have asked for information about a colleague who lives in the same house with her mother, two brothers, their wives and children and got 0 points. You didn't mention it, but then you declared some kind of strange 'executive' list, and even organized banks to distribute loans to those listed there. To end the process as soon as possible. Is there no fault in a job well done? Instead of precise counter-arguments, I read what pains you went through: 'you thoroughly and carefully approached' the inappropriate allegations of the complainant. You outlined how you adhered to the principle that protects the individual from arbitrariness ... strange, strange ... and which has its roots in the more general principle of the European Convention on Human Rights - the right to reasoned decision," he added.
"In your opinion, is it a human right that the list for obtaining an apartment is headed by a man appointed as director during your term and not the doyen of the collective? Therefore, I stated gloomily 'The Regulation is not a Regulation but a setup'. To solve the housing problems brought.
