The proposed document that will define the purpose, fees and other details of public parking lots, and whose adoption is a condition for the concrete start of work of the new local company Parking servis Bar, was withdrawn from today's agenda of the Municipal Assembly (MA) of Bar at the request of the caucus of councilors of the Social Democratic Party (SDP) and the Liberal Party.
Vladimir Bozovic (SDP) proposed that the agenda item, which refers to the Study on parking zones, permitted parking time, elements of parking infrastructure and the method of charging for parking in public parking lots, be withdrawn and that the document be sent for public discussion.
"We believe it is important for citizens to become thoroughly familiar with the content of the Study so that they have the opportunity to present their suggestions and proposals and can contribute to its possible improvement. This approach not only strengthens the transparency of the process, but also ensures the active participation of our fellow citizens in making decisions of importance to our city," said Božović.
President of the Municipality of Bar, Dušan Raičević, on behalf of the proposer of this document, requested that the minutes note that the Bar Municipal Assembly adopted a decision in December last year, obliging the local government body to draft a draft Study, which was submitted to the parliamentary service within the scheduled and defined deadline.
He said that he had no problem with withdrawing this document from the agenda as long as the minutes recorded that the local government had fulfilled its obligations. The proposal for this study was prepared by the Secretariat for Communal Affairs and Traffic of the Municipality of Bar.
Opposition councilors from the Democrats and Biram Bar said that putting this document up for public debate is a good thing for citizens, but they questioned the long wait for such a proposal, as the adoption of the Study has been delayed for four months.
Momcilo Leković (Democrats) assessed that today's proposal by the SDP-LP club is "a continuation of the joke" that the ruling majority is playing at the expense of citizens. He found it incredible, he said, that the government's constituents cannot agree before adopting the agenda, but instead demand the withdrawal of certain points that further hinder the start of work of the local company.
Councilors from the SDP and LP, who proposed removing this agenda item, form the ruling majority in the Bar parliament with coalition partners from the Social Democrats and the Democratic Party of Socialists, whose member, Nikica Purlija, is the head of Parking Service Bar LLC.
The Bar Assembly session, where councilors were supposed to discuss and adopt the bill's proposal, has already been postponed three times. Due to a lack of quorum, the Bar Assembly session scheduled for March 10 was postponed, and for the same reason, the sessions scheduled for April 16 and XNUMX were postponed.
The agenda and work of the local parliament show that the adoption of the document in question was planned as early as early March. However, after today's session of the Bar Municipal Assembly, it is not clear when the document will be put up for public debate and then adopted.
Parking service Bar has been officially operating since August last year, the board of directors was appointed six months before that, and the company was founded in December 2023. However, it is still unknown when parking fees will begin.
"Parking charges in parking lots determined by the Study will begin when the appropriate technical conditions are met," the Study, which "Vijesti" had access to, states, but it does not specify when that will happen.
