So far, 311 postgraduates have enrolled in doctoral studies at the Faculty of Medicine of the University of Montenegro (UCG), and 20 have completed them, said professor Dr. Mileta Golubović.

According to him, seven doctoral dissertations were defended in the last academic year.

"These doctoral dissertations use the most modern and current approaches when it comes to medical research. I appeal to us to continue in this spirit in the coming period," said Golubović.

Minister of Health Vojislav Šimun He emphasized that the strength of a healthcare system lies in its scientific and academic foundation.

"Investing in research and education is an investment in an entire system... The Ministry of Health is the creator of health decisions in Montenegro, and a whole series of documents are under our jurisdiction...", he said.

He indicated that he was not satisfied with the funds provided for medical education.

"This year we managed to double that budget, which is still not enough. We have to justify the budget funds. The fact is that that budget used to be larger. We have to enable our healthcare workers not to choose between science and practice, but to do it side by side," said Šimun.

Professor at the Faculty of Medicine, University of Montenegro Milica Marković She emphasized that in medicine, "it is important to look at everything critically."

The development of personalized medicine, he believes, will open up numerous dilemmas, legal, and ethical issues.

"We are walking the path of personalized medicine. We need to increase financial investments. The question remains whether we have really united all of our national human resources and infrastructure potential. I want to know that they are united in the right way," said Marković, adding that humane and ethical goals must be at the forefront of doctors.

The moderator of the panel was the Rector's Advisor for Strategic Policies and Sustainable Development Branka Bosniak.

She said that doctoral studies are not just a mere continuation of education, but a very important thing for small systems like the Montenegrin one.

By investing wisely, Bošnjak emphasizes, Montenegro is reducing the export of knowledge.

"The role of the Ministry of Health in monitoring trends is strategic, regulatory... The Ministry has a key influence on shaping content when it comes to the Faculty of Medicine," said Bošnjak.
