By the end of the year, the local government will install traffic lights at at least two intersections in Pljevlja, which will once again regulate traffic lights in the northernmost Montenegrin city after forty years.
Pljevlja is one of the few cities that does not have a single traffic light or a roundabout. Unlike today, in the 1983s, traffic at about fifteen intersections in Pljevlja was regulated by traffic lights. They were installed in 21 as part of a city beautification campaign, ahead of the arrival of the then Italian president Sandro Pertini, who visited Pljevlja on September 1983, XNUMX, when he unveiled a monument to the Italian partisan unit Garibaldi. A few years later, due to the negligence of the local authorities at the time, the traffic lights stopped working, and the last remains from the streets were removed a few years ago.
The Municipality told "Vijesti" that the possibility of installing traffic lights at the intersection in the Jalija neighborhood and near the Voli market is currently being considered.
Mayor Dario Vraneš said that tenders will soon be announced for the installation of traffic lights at some of the intersections in the city.
Vraneš said that traffic lights will not be able to be placed where they were before because there are a much larger number of vehicles on the streets of Pljevlja today than there were forty years ago and some intersections do not meet the criteria for installing traffic lights.
"There are intersections where traffic lights can be installed and we will install them there," said Vranes.
One of the reasons why it is not possible to install traffic lights at certain intersections is because they do not have a third lane for vehicles to turn, which would cause traffic congestion.
Another problem is some steep streets in the city, so stopping vehicles at these intersections would be difficult in winter conditions.
An earlier study commissioned by the local government showed that traffic lights should be installed only at two intersections, while traffic at the other busiest intersections should be regulated by constructing roundabouts.
It is proposed that traffic lights be reinstalled at the intersection of Nikola Pašića and Volođina Streets, near the Red Cross building, and in the Jalija neighborhood at the intersection of Kralja Petra I and Ivan Milutinovića Streets, with the proposal that the first intersection be given priority when installing traffic lights.
"Analysis of the difference in traffic load values in the period 2008-2022. determined that there was an increase in traffic at four analyzed intersections in the range of 10-30 percent, while at 3 there was a decrease of about 5 percent... After analyzing the characteristics of traffic flow, the capacity capabilities of the street network, the geometry of intersections, as well as the number and distribution of traffic accidents on the street network of Pljevlja, critical points were identified. Solutions were provided in agreement with the investor, taking into account the existing planning and design elements that have been developed, as well as the existing purpose of the areas, so that their implementation could be initiated in the short term. When determining the proposed solutions, 2 priorities were set in the application of the solutions, such that priority 1 was given to solutions that, in the opinion of the study's developers, are more important for the city and need to be implemented as soon as possible, while priority 2 are solutions that would be implemented in the second phase of the implementation of the measures," the study states.
The construction of a roundabout at the intersection of the Third Proletarian Sandžak Brigade, Velimir Jakić, Prijepoljska and Miloš Tošić streets near the bus station has been proposed as a priority. The construction of a roundabout at the intersection of Tršova, Tanasije Pejatović, Mirko Pejatović, Avalska, Vuk Karadžić, and Prvo decembra (near the church of St. Petka) has also been proposed as a priority.
The construction of a roundabout at the intersection of Velimir Jakić Street, 20. novembra and the M6 Highway (intersection at the entrance to Pljevlja from the direction of Prijepolje), is one of the priorities, as is the construction of a roundabout at the intersection of Narodne revolucije Street, Put solidarnosti (near the Eko pump).
Changing the traffic regime in Ulica omladinska (along with the marking of parking spaces) was also proposed as priority number one.
The construction of a roundabout at the intersection of the M2 main road and Aleksandra Vukovića Vuka Street in Radosavac and the construction of a roundabout at the intersection of Đurđevdanske, Sava Kovačevića, Božidara Žugića, and Deveta streets in the Guke settlement is proposed as priority 6. The installation of a traffic light at the intersection of Kralja Petra I and Ivan Milutinovića Streets is defined as priority number 2.
