The Spatial Urban Plan (SUP), which recently underwent a public debate process, covers the entire territory of the Bar municipality.
As "Vijesti" was told by the Municipality of Bar, 10 state planning documents and 32 local planning documents with detailed elaboration are currently in use in the municipality of Bar.
In accordance with its competences, the Ministry of Spatial Planning, Urbanism and State Property is currently amending two state and five local planning documents relating to the Municipality of Bar, namely the Spatial Plan of Montenegro, the Spatial Plan of Special Purpose Areas for the Coastal Area of Montenegro, the Bar Spatial Plan, the Veliki Pijesak Spatial Plan, the Sutomore - Center Spatial Plan, the Topolica IV Spatial Plan and the Bjelila - Rutke - Gorelac Spatial Plan.
"In accordance with the competencies from the Law on Spatial Planning and Construction of Facilities, which was in force until recently, the local government did not have the competence to draft and adopt planning documents, but rather that was the competence of the relevant ministry. In the past, the Municipality of Bar submitted several initiatives and proposals to the relevant ministry for drafting new and amending existing planning documents, most of which were not accepted," said the local Bar administration, which it manages. According to the provisions of the new Law on Spatial Planning, which came into force at the beginning of February this year, the development of local planning documents has been given to local governments, through companies that will be established for that purpose. The establishment of a company for the development of local planning documents is underway, they said.
When asked what problems and challenges the lack of planning documentation brings, they answered that it prevents the planned construction of facilities and accompanying infrastructure, utility equipment and development, and indirectly creates conditions for illegal construction of facilities, which further implies problems when preparing planning documentation.
The fact that the people of Bar are suspicious of the Draft Amendments to the Spatial and Urban Plan of the Municipality of Bar is evidenced by the positions they presented at the public hearing in March this year, and most of the objections related to the roads that should cross over houses, the future resolution of property-legal relations, construction near the sea, a large number of quarries... Since then, several groups of citizens have submitted suggestions and objections to this document, and one petition has also been submitted.
The olive growing associations "Antivari" and "Maslinijada" from Bar have sent an appeal to the Ministry of Spatial Planning, Urbanism and State Property to relocate the highway route from the Spatial Plan of that municipality, which should pass through local olive groves.
At least 200 houses of Bar citizens could be demolished if the idea to build a new freight railway in that municipality, which is now in the Draft Amendments and Urban Planning of the Municipality of Bar, which recently underwent a public debate, is implemented.
Therefore, this month it was handed over to the Ministry of Spatial Planning, Urbanism and State Property, which is headed by the Minister Slaven Radunović, a petition with almost 4.000 signatures initiated by citizens whose homes are located on the railway route that is drawn in this planning document. They are asking that this section be removed from the Draft Amendments to the PUP.

In the letter, they requested that the plan developer specifically state and consider the possibility of changing the proposed solutions, especially in the part relating to the areas of Donji Murići, Gornji Ostros, Sozina, Ostros and Virpazar, and it was proposed that specific and directly applicable guidelines be established within the PUP for infrastructure and capital projects, as well as for local centers of strategic importance, which would accelerate development and avoid additional and lengthy processes of drafting new planning documents.
"In addition, the need was highlighted to harmonize the draft amendments to the SPA with the Spatial Plan of Montenegro and, if appropriate harmonization is not previously achieved, to temporarily suspend further work on the document until strategically harmonized solutions are adopted," the Bar Municipality stated.
When it comes to the route of the new railway track on the Bar - Virpazar section, as they said, the proposed solution passes through densely populated areas and, according to the situation on the ground, affects a large number of residential buildings of our fellow citizens, especially in the local communities of Bar IV and Bar V.
"Justifiably concerned about their property and safety, citizens organized a petition signed by more than 3.500 people, clearly expressing opposition to such a planning solution. In its address to the Ministry, the Municipality of Bar paid special attention to this issue and requested additional analyses of the situation on the ground, as well as a review of the route with the aim of finding alternative solutions that will not endanger existing facilities or the quality of life of citizens," they said.
