The former director of the Podgorica Electrical Engineering School, Ersan Spahić, was illegally issued a license to work in educational institutions on May 5, which is why the Institute for Education has initiated the procedure to determine the responsibility of the acting officials, "Vijesti" was told by the educational institution.
Spahić was dismissed at the end of last week, after the Education Inspectorate proposed this to the Minister of Education, Science and Innovation, Anđela Jakšić Stojanović.
During an inspection at the end of April, the inspector determined that Spahic's license to work in schools had expired a year ago, and the former principal signed at the time that "the factual situation had been properly established."
However, on the social network Facebook announced yesterday morning that his dismissal was "politically motivated and institutionally supported", publishing a photo of the license from May 5. The document that Spahić published, the Institute says, will be annulled, and his request for a work permit from May 5 will be rejected due to "untimeliness and failure to meet the prescribed conditions".
"Spahić submitted a license renewal application to the Institute for Education on 5 May 5, when he was retroactively issued a license. The acting officials illegally issued Spahić a license, even though the application was untimely. In accordance with Article 2025 of the Regulation on the detailed conditions, manner and procedure for issuing and renewing a work permit for a teacher, director and assistant director of an educational institution, Spahić was obliged to submit a license renewal application 8 days before the expiration of the previous one, which was 90 July 18. Also, when submitting the application, he did not submit a valid license in accordance with the aforementioned Regulation (the license had expired)," the Institute responded to "Vijesti".
They specified that the officials "who illegally issued the license to Spahić, in accordance with internal procedures, were asked to provide a statement and accordingly, adequate measures will be taken to determine responsibility in accordance with the Law on Civil Servants and State Employees."
Spahić announced on his Facebook profile that the Minister of Education "made a hasty decision to dismiss him without checking the facts and conducting a hearing," thus leaving him without a job, even though he is "a parent of three minor children, with many years of experience in education and without a single blemish in his work."
The Ministry of Education told "Vijesti" yesterday that Spahić's assessments were "unfounded and tendentious."
"The decision to dismiss was made based on the established facts - Spahić did not have a valid license to work in an educational institution, nor a license to complete training for the director of an educational institution. These facts are of course also known to Spahić, because they were presented to him during the inspection conducted on April 29 of this year. This is confirmed by his statement on the aforementioned inspection report, which he signed in his own hand: 'I declare that I have no objections to the report number UPIN 01-749/25-274/2, that is, I have no objections to the conduct of the inspector, as well as to the accuracy of the established facts,' end quote."
The Ministry of National Education and Research says that it is clear that he was dismissed for illegal conduct, "while other actions by the former director will be the subject of other proceedings." They emphasize that the decision to dismiss Spahić will not be reviewed, and that "he will not be reinstated as director."
