MKrivokapic Street, one of the founders of the NGO from Cetinje, whose shelter housed five minor German citizens until a few days ago, and who have all been transferred to the state-run "Ljubović", is employed at the Center for Social Work in the capital.
She and Nikola Perovic, founder and director of the Cetinje shelter, are also colleagues at the private health institution "Healing Center Montenegro".
This cooperation is not unknown to the Ministry of Social Welfare, Family Care and Demography - a few days ago, the department that runs Damir Gutic, announced an event on its official website in which, on behalf of that PZU, the two of them were engaged as lecturers, Krivokapić as a psychologist and Perović as a doctor of Chinese medicine and chiropractic specialist.
The ministry announced the event in front of the Cetinje Social Work Center, where Milica Krivokapić is one of the employees. She was not available for comment yesterday for "Vijesti".
The editorial team referred questions regarding her engagement and possible conflict of interest in the non-governmental association "Center for the Protection of Children and Youth" from Cetinje to the social welfare department, as well as to the CSR in Cetinje, whose director is Dejan Milosevic.
The Ministry, announcing that due to all the circumstances surrounding the case of five minor citizens, they will initiate inspection and expert supervision at the Cetinje Primary School, told "Vijesti" that they are not competent to determine a possible conflict of interest in which the same person is employed at the Center for Social Work and is the founder of a non-governmental association with a license to provide services in the field of social and child protection.
"Regarding your question regarding the fact that the founder of NU is a person employed at the Social Work Center in Cetinje, Milica Krivokapić, and whether there is a conflict of any kind, we inform you that the Ministry, as well as the Commission for Issuing Licenses for Performing Social and Child Protection Activities, are not competent to determine the existence of a conflict of interest," they replied to the editorial staff.
"Vijesti" sent the same question to the Cetinje Center for Social Work on May 13. However, they did not comment on this issue, nor did they answer other questions regarding jurisdiction when it comes to minor German citizens.
PEROVIĆ'S TWO NGOs DOOR TO DOOR IN IVAN BEGOVA
According to data from the register of non-governmental organizations, the NGO "Center for the Protection of Children and Youth" from Cetinje was registered in November 2023, and the founders are, in addition to Nikola Perović, who is also the director of the NGO, Milica Krivokapić, who is also employed at the CSW in the capital, and Nikola's sister. Nikoleta Perović.
"The Center for the Protection of Children and Youth", based on a decision of the Department of Social Protection, has a license to perform social and child protection activities, for the service of accommodation in a shelter for children and youth with behavioral problems, for six users. The license was granted on April 3, 2025. In the column indicating the validity period, the register states 25. 11. 2024. to 25. 11. 2030.
The Department of Social Protection told the editorial staff that the professional workers who are engaged to provide services at the "Centar" Primary School in Cetinje have a work license to perform basic professional tasks.
According to the NGO register, Nikola Perović, in addition to the NGO "Center for the Protection of Children and Youth", also founded the non-governmental association "Source of Health".
Both associations are registered at the address Ivan Beygova Street - the shelter is at number 35, and "Source of Life" is at number 33.
The address where “Source of Life” is located is the same as the “Aleksandra” Apartments, which are listed at Neđeljko Perović, Nikola's father. According to the Central Tourist Register, the apartments are registered as “apartments.” The shelter is located not far from the elementary school in Cetinje.
"Vijesti" published a story on Wednesday about a non-governmental association from Cetinje, in whose shelter five minor German citizens were accommodated, after an incident occurred between them as residents and an employee and director of the "Center". Two children, under the age of 14, who are not criminally responsible by law, were immediately sent to the "Ljubović" Center for Children and Youth in Podgorica.
"Ljubović" is a non-institutional social and child protection institution, which primarily provides accommodation services to minors with behavioral problems and in conflict with the law.
As "Vijesti" was told by the Basic State Prosecutor's Office (ODT) in Cetinje, criminal charges have been filed against three minor German citizens for violent behavior. They were initially ordered to be detained, but, as "Vijesti" has learned unofficially, by a judge's decision, all three of them were transferred to "Ljubović" on Wednesday evening. That institution did not respond to the editorial team's questions yesterday either.
ALLEGEDLY CAME VIA THE GERMAN ORGANIZATION “SPURWECHSEL”
"Vijesti" tried to get an answer from the authorities on Wednesday, then again on Thursday, about how the children arrived in Montenegro in the first place.
Unofficially, minors from Germany arrived through the German organization "Spurwechsel", with which the NU "Center for the Protection of Children and Youth" in Cetinje cooperates.
The editorial team also sent questions about this cooperation to the “Spurwechsel” email address. According to data from their website, “Spurwechsel” is implementing projects like this one in Cetinje in Croatia and Bosnia. In Bosnia, specifically, they are collaborating with a private company, which ended last year with a profit of around 72 thousand euros. They ended 2023 with a profit of over 146 thousand euros.
The Ministry of Internal Affairs (MUP) of Montenegro and the Police Directorate did not respond to the editorial team as to whether the children's residence had been registered and on what grounds.
Unofficially, the children were not registered with the Center for Social Work in the capital, so until the incident with the employees of the shelter, whose residents they were, they were "invisible" to the state child and social welfare system.
The case of five minor German citizens, who were placed in the shelter of the NGO "Center for the Protection of Children and Youth" from Cetinje, became known after an incident between the children and employees of the "Center".
The police in Cetinje were called to intervene on May 12th, when they were called to Ivan Beygova Street, in front of the “Aleksandra” apartment. Damir Avdijaj, an employee of the “Center for the Protection of Children and Youth”, said that he was physically attacked. He was allegedly physically attacked by children who were housed in a private facility, for whom he was responsible as a teacher and translator. The director of the “Center”, Nikola Perović, then arrived at the scene and also reported that he had been physically attacked by minor children, citizens of Germany. He then told the police that these children were housed in a private facility under a social program, for the purpose of resocialization.
The official police report mentions two minors, FF and EM, both German citizens, who it also states that, upon returning to the shelter premises, “began to break the inventory”... These persons were sent to the state institution for children and youth with behavioral problems “Ljubović” in Podgorica. “Vijesti” was informed two days ago by the Basic State Prosecutor’s Office in Cetinje that three more minors were involved in the case, and that criminal charges for violent behavior had been filed against them. In the meantime, “Vijesti” has learned unofficially, the court has also ordered them to be placed in “Ljubović”.
The case of five of their minor citizens, as they told "Vijesti" two days ago, is also being monitored by the German Embassy in Podgorica.
PEROVIĆ: ALL CONDITIONS ARE PROVIDED TO THE PROTEINS
The director and founder of the shelter, Nikola Perović, told the editorial staff that children and young people become their beneficiaries "based on decisions made in accordance with the articles of the Law on Social and Child Protection."
"Which prescribe measures for the protection of children without parental care, children exposed to risk or neglect, as well as children on the move, i.e. based on decisions of the competent social work centers, unless the provision of services is regulated in a different legal manner (e.g. by a service provision contract)".
Perović also claims that their beneficiaries, in this case minor citizens of Germany, are provided with the conditions for regular education, "i.e. access to the educational system that is relevant to them is provided."
Two days ago, Perović did not specifically answer a question from "Vijesti" about why two of their wards were sent to "Ljubović" and three to detention. He referred to the protection of privacy and children's rights and said that "in situations where there is a need for urgent action, children can be temporarily placed in institutions that provide increased security and protection, including the police."
"But only as a last resort and for a very limited time, until an adequate solution that is in the best interest of the child is found in cooperation with the competent institutions," he said.
