The proposal for the Program of Temporary Facilities in the Municipality of Kolašin for the period 2025–2030 will be before the councilors at the next session of the local parliament, after it has been corrected in accordance with the suggestions of the Environmental Protection Agency and after a public hearing in which 19 objections were submitted.
The initial version of the Program, sent by the Municipality in March, was not, according to the Agency's assessment, in line with the Act on Guidelines and Conditions for Nature Protection.
This, among other things, refers to the installation of temporary facilities in protected areas or areas for which the protection process is underway.
As explained by the Agency, these facilities include a mountain lodge and a camp, which are planned within the borders of the Komovi Nature Park (PP), a mountain lodge planned within the borders of the potentially protected area of the Sinjavina PP, as well as a catering facility along the shore of Kapetan Lake...
It has been determined that, if constructed, the aforementioned temporary facilities could damage planned/existing protected areas, particularly by polluting surface and groundwater.
The Agency also had a complaint about "a large number of temporary facilities that, with their wastewater, can damage the natural values and features of the World Biosphere Reserve 'Tara River Basin'".
The trial version of the Program, the Agency stated, did not prescribe adequate measures, conditions and restrictions for the drainage, treatment and disposal of wastewater from a large number of facilities, including 38 catering facilities, 18 campsites, 14 facilities for servicing or washing vehicles...
In addition to the above, it was determined that some of the temporary facilities from the textual part of the Program are not listed in its graphic and tabular presentation.
In April, the Secretariat for Spatial Planning, Communal Affairs and Traffic submitted a proposal for the Temporary Facilities Program, which was corrected in accordance with the Agency's act, and ultimately received approval.
According to the report from the public hearing on the draft Program, most of the requests during the hearing were accepted. However, permission was not granted for planning a prefabricated decking in front of the catering facility on IV Proleterske Street (Sibirska). As stated in the explanation, in the future, the installation of decking will not be approved on that street, which is a pedestrian zone.
The long-awaited Temporary Facilities Program proposal does not allow the construction of weekend houses or any other temporary structures intended for housing.
According to the proposed document, the catering terrace is to be placed in a way that it must not endanger the functioning of pedestrian and vehicle traffic, as well as access to the facilities.
"A catering terrace can be placed next to a catering facility, or it must be at least 1,5 meters away from the catering facility, in order to ensure pedestrian communication. In locations located on sidewalks of streets with two-way traffic, it is necessary to leave space for pedestrian communication of at least 1,5 meters along the roadway, especially in the part where there is no sidewalk on one side of the roadway (13. jula Street)."
Another novelty is that assembly halls and hangars will not be able to be erected within the scope of the "Centre" DUP.
