"True independence was not completed 19 years ago. It is being built every day. It is being built in the offices of honest officials. In the attitude of a police officer who does not want to take a bribe. In the decision of a prosecutor not to bow his head before the powerful. In the words of a citizen who does not want to remain silent in the face of injustice. In the courage of the people to oppose organized crime. In the readiness of all of us to build a state of strong institutions, free and reconciled citizens. That is why the paths of honor, the restoration of the system of values, morality and justice are the paths of true freedom, patriotism and independence. On behalf of all those who have suffered injustice for years, who voted but had their will humiliated, who worked but had their salary stolen, who believed but were cheated, today I address you as a man and as a member of the Government. And I say: A truly independent Montenegro is a country of justice. Where the law applies to those at the top as well. Where institutions are not a means of protecting the privileged, but a shield for every citizen. Where the state is not the prey of tycoons and cartels, but a house virtuous people", announced Bečić.
He says that "sovereignty without truth is false."
"Independence without justice is empty. Sovereignty without truth is false. A state without fighting evil becomes an accomplice. And therefore, as long as there are organized groups in this country that think they can buy the law, blackmail the state, intimidate the honest, this fight will not stop. An independent Montenegro must never again be a private Montenegro. Today, we are not offering you slogans, but results. The first major blows to the smuggling octopus are behind us. Hundreds of people have been suspended and arrested, not for revenge, but for justice. The task ahead of us is to bring this fight to the end. Not for political points, but for the sake of your children. Because if the state is not free from the mafia, it is neither yours nor theirs. On behalf of the Government of Montenegro, on behalf of every person who carries a Montenegrin passport and feels this country as their only homeland, I congratulate you on Independence Day," the statement reads.
Krapović: Montenegro constantly promotes a policy of dialogue, peace and stability
Minister of Defense Dragan Krapović congratulated citizens on the 19th anniversary of the restoration of state independence.
For all those years, as he said, our country has constantly promoted a policy of dialogue, peace and stability, both in the region, in Europe and in the world.
"The Ministry of Defense and the Army of Montenegro, through their work and dedication, make their full contribution to this state policy. First and foremost, in relations with neighbors, but also through the affirmation of global security stability, through the participation of our soldiers in international missions and operations. Internally, we strive to be a reliable support to citizens and civilian institutions, a role and mission that we have justified on countless occasions in almost two decades of the restored statehood of Montenegro," Krapović announced.

Today we mark 19 years since the restoration of Montenegrin independence. Vujović: Montenegro on the right, European path
Independence, restored 19 years ago with 55 percent of the vote, now has almost complete support and approval from all citizens of Montenegro, which is a success of the reform processes and the feeling that the country is on the right, European path, said Minister of Culture and Media Tamara Vujović.
On the occasion of May 21st, Independence Day, she emphasized that citizens feel that "we are increasingly living in a system of true values and in a society of equal opportunities, and that we are dedicated to a successful, our own, self-aware and independent Montenegro, and then to Europe, as part of a wider family of peoples."
She emphasized, as stated in a statement by the Ministry of Culture and Media, that this is a time to remind ourselves how important it is to strengthen Montenegro's reputation in Europe and the world, strengthen media freedoms, support cultural creativity, nurture old and create new values, and especially opportunities to preserve our cultural heritage and rich cultural and artistic creativity with enthusiasm and hope for the future.

"Montenegro, 19 years ago, began to pave the way towards democratic maturation and social emancipation. "Independence is not just a historical fact - it is our daily obligation to build a strong, just and European Montenegro," said the Minister of Regional Investment Development and Cooperation with Non-Governmental Organizations, Ernad Suljević, in a congratulatory message on the occasion of May 21st - Montenegro's Independence Day.
Suljević emphasized that this date represents a symbol of the free will of citizens to decide for themselves about their future and to build a state based on democratic values, equality and mutual respect.

The Minister of Ecology, Sustainable Development and Northern Development, Damjan Ćulafić, sent a congratulatory message on the occasion of May 21st - Independence Day, to all citizens of Montenegro.
"Independence Day is an opportunity to remind ourselves of the fact that Montenegro is the first ecological country in the world. This obliges us to protect and value nature as an important part of our identity and sustainable future," said the minister.

"The Ministry of Ecology, Sustainable Development and Northern Development (MERS) is committed to strengthening the environmental protection system through improving the legislative framework, educating citizens, and cooperating with local and international partners. In this way, we are building the foundations for long-term and systemic changes in the field of sustainable development," emphasized Ćulafić.
He added that MERS will continue to implement concrete measures in the areas of natural resource protection, waste management and reduction of harmful gas emissions, and called on citizens to contribute to the creation of an environmentally responsible Montenegro through their actions.

On this day, through the will of citizens, we restored the independence of Montenegro - a state with a centuries-old struggle for freedom, dignity and the right to independently decide on its own future, the Center for Civic Education announced.

To love our country not blindly, but courageously and responsibly – through critical care, work for the common good and a clear vision of Montenegro as a modern society founded on European values and standards."
The Center for Civic Education (CCE) believes in a strong Montenegro of all its citizens – without divisions, without privileges, with equal opportunities for every person. "Dear citizens of Montenegro, on this day, 19 years ago, we renewed our state independence, writing a new page in the history of our homeland. Proud of our libertarian and anti-fascist tradition, we have created the foundations for building a modern European society, based on multiethnic democracy," said DPS President Danijel Živković.
Over the past years, he added, Montenegro has made significant progress in economic and social development, and has become a full member of NATO.

"I congratulate all citizens of Montenegro in the country and abroad on May 21st, the Independence Day of Montenegro," said the president of the Bosniak Party and Minister of Foreign Affairs Ervin Ibrahimović.
"The correctness of the decision of the majority of Montenegro on May 21, 2006, to embark on the path of development and prosperity based on the principles of democracy, anti-fascism, multi-religious and multinational harmony, respect for and nurturing diversity, and acceptance of key civilizational values is most visible today when we are working diligently to achieve the most important foreign policy goal, Montenegro's membership in the European Union and, after the already achieved membership in NATO, which will place our country among the most developed countries in the world.
We are in the final but most challenging stage of that journey, in which we will need a lot of knowledge, work, courage and determination to fulfill the demanding European agenda and become a member of the EU in the optimal timeframe, already in 2028," he said.
Ibrahimović said that he is certain that it is precisely at this stage of EU integration that attempts to prevent Montenegro from reaching its goal will be the strongest.

Šarec: Citizens decided 19 years ago that they wanted to live European values, today the goal and task is EU membership
"Dear citizens of Montenegro, 19 years ago, Montenegro, having regained its independence, embarked on a new path. The citizens decided that they wanted to live European values. It was the beginning of a long journey, which is still ongoing and is not at all easy and full of challenges," said the European Parliament rapporteur for Montenegro, Marjan Šarec.

"This is the idea by which Montenegro is globally recognized and which must be our biggest brand in the future. It is our duty to protect every citizen, all our resources and our natural assets. This is the most valuable thing we will leave to our descendants: clear rivers, magical lakes, dense forests and pearly beaches. Our path is difficult, but it is fair - Montenegro must be a state of all its citizens, where diversity is not a weakness, but a strength," said Abazović.
"I therefore call on all good people who love Montenegro to join forces and jointly promote the vision of a different, honest and happy Montenegro. In the hope that we will welcome every May 21st in a better atmosphere, I wish you all a happy Independence Day of Montenegro. Long live Montenegro," Abazović concluded.
Fejzić: I congratulate all citizens on Independence Day
The Head of the Islamic Community in Montenegro, Rifat Fejzić, sent a congratulatory message to citizens on the occasion of Independence Day.
"I congratulate all citizens on May 21st, the Independence Day of Montenegro," Fejzić wrote briefly on Iks, adding a congratulatory message in English, Turkish, Albanian, and Arabic.
Raičević: At least the pillar of modern Montenegro
The President of the Municipality of Bar, Dušan Raičević, in his congratulatory message to the citizens, said that May 21st reminds us of "the strength of civic will, the courage to decide for ourselves about our future, and the vision of a modern, European and civic Montenegro, our common home."
"Carrying within themselves the indomitable spirit of freedom, the citizens of Montenegro peacefully and democratically breathed a new spirit into Montenegrin millennial statehood on this day nineteen years ago, sending a message to the whole world that freedom and responsibility are the foundation of our society. Mirsad Azemović said that May 21st obliges us to be responsible, united and committed to building a stable, democratic and European Montenegro.

Popović: Let us preserve and build a state worthy of the sacrifice of our ancestors
Deputy Speaker of the Parliament Zdenka Popović, in her congratulatory message to citizens, said that our independence is not just a date on the calendar, but "a legacy from our ancestors and an obligation to preserve and build a state worthy of their sacrifice."
"Montenegro has protected and defended its freedom and statehood for centuries. From Doclea, through Zeta, all the way to modern Montenegro, our country has been a beacon of freedom in the Balkans. We recall the Battle of Grahovac as a symbol of heroism and resistance, when the great victory over the Ottoman Empire effectively confirmed the territorial independence of Montenegro, and its statehood was officially recognized at the Berlin Congress in 1878, which was a significant confirmation of our historical uniqueness and sovereignty.
"Our independence is not just a date on the calendar, but a legacy from our ancestors and an obligation to preserve and build a state worthy of their sacrifice. Odžić: Work to make every citizen proud of this date
The President of the Budva Municipal Assembly, Petar Odžić, said that May 21st is one of the most significant dates in the modern history of Montenegro.
"Let this date serve as a guide and aspiration for all citizens to welcome the next one as a full member of the EU. Although our country is going through a period of difficult trials, I am sure that together we can overcome all problems and differences. We must work to ensure that every citizen is proud of this date because this date must unite us, and in no way divide us, because we do not have a spare homeland, no matter what nation or religion we are. Montenegro is our common home, a bulwark against invaders, an umbrella in bad weather, a signpost in hopelessness, so let us all protect and respect it together. Dear citizens of Budva, citizens of Montenegro, may we have a happy Independence Day," Odžić announced.
Vulić: Pay attention to protecting the identity of Muslims
Sabrija Vulić, president of the Council of the Muslim People of Montenegro, said that Independence Day is the most important date in modern Montenegrin history. He congratulated the citizens in the country and the diaspora on the holiday.
"On that day, by the will of the citizens expressed in a democratic referendum, the statehood of Montenegro was restored and the foundation of its European path and democratic development was laid. The restoration of independence was not just a political act, but a historical turning point that opened the door to building a modern, multiethnic and multicultural society. That was and remains our common project - the vision of Montenegro as an open, just and secular society, in which all peoples are equal, and civil and collective rights are equally protected," Vulić announced.
Muslims of Montenegro, both in the country and in the diaspora, he said, made an indelible contribution to the restoration of Montenegrin independence.
"This act testifies to their ongoing commitment to building, together with all citizens, a state that respects diversity, promotes equality and strengthens institutions. Since their existence in this region, the Muslims of Montenegro have declared themselves as an inseparable part of this society, not only through their faith, but also through their contribution to building a stable, democratic and multiethnic Montenegro."
"Although we are proud of our achievements, we are aware that numerous challenges still lie ahead. We must pay special attention to protecting the identity of the Muslims of Montenegro, in order to prevent their complete assimilation, because the preservation of their cultural, religious and linguistic peculiarities is of key importance for preserving the wealth of our multiethnic community. It is necessary to work even more resolutely on the full inclusion of minority peoples in decision-making processes. Only a Montenegro in which everyone has equal opportunities can be a stable, democratic and successful state," Vulić said.
Nurković: Only together can we build a just society
Deputy Speaker of the Parliament Mirsad Nurković congratulated citizens in the country and abroad on May 21st, wishing them "to celebrate this great day with pride, dignity and faith in the strength of our country and its citizens."
"On this day, we remember the historic decision by which we restored the independence of Montenegro - by choosing freedom, responsibility and a European future. This is the path we must continue, guided by the principles of democracy, solidarity and the common good. With special respect, we emphasize the role of indigenous minority peoples who proudly stood shoulder to shoulder with all citizens of Montenegro in restoring its independence. Their contribution was and remains precious - because we perceive and build Montenegro as our only and common home. We are proud of the restoration of independence and the existence of a state that is based on the idea of multiethnic harmony, mutual respect and equal opportunities for all," said Nurković.
He said that Independence Day bears witness to the glorious moments of our recent history and reminds us of the power of unity and determination.
"We are persistent on the European path, proud of our European origins and clearly determined not to change the course that Montenegro resolutely embarked on back in 2006 - through membership in the family of European peoples and values. Let May 21st be a permanent reminder that only together, in the spirit of mutual respect and dialogue, can we build Montenegro as a just, developed and safe society for all its citizens," the statement reads.
Bogdanović: True independence is measured by the quality of life
Boris Bogdanović, Secretary General and Head of the Democratic Party of Serbia Parliamentary Group, congratulated citizens on the holiday, saying that true independence is measured by the quality of life.
"This is a day when we remind ourselves what it means to be responsible towards the country, what it means to trust the citizens, and what it means to remain faithful to the idea that Montenegro can and must be a state of all its citizens, free, just and dignified. True sovereignty does not end with the state border. True independence is not measured by declarations and flags, but by the quality of life of its people. For us, Democrats, Independence Day is not a myth. It is not an idol. It is not a slogan. It is an opportunity to ask anew whether we as a society are worthy of the state we have? Is it worthy of its people? Are we, 18 years later, truly or only formally independent? These questions are not answered by speeches or ceremonies. The everyday life of an ordinary person is what answers. If his son is educated and not looking for a relationship. If his daughter gets a job because of knowledge, not because of a party card. If the court judges him according to the law, not by order. If the state does not address him as a subject, but as the owner of this country, then we can say that we have succeeded. He said that Montenegro, which the Democrats believe in, is not a divided country.
It does not choose between north and south, between anyone's language, origin or surname. It chooses between good and evil. Between honesty and corruption. Between a captured state and a liberated state. And that is why, as we celebrate May 21st, we must not forget that independence without justice becomes a cold form. That sovereignty without solidarity becomes a selfish phrase. That freedom without truth becomes a mask for a lie. That is why Montenegro is not a one-day project. It is a vow every day. Its true foundation, besides the law and legal order, is honesty. Its true shield is the army, but also the truth. Its true meaning is not power over others, but service to all. In that name, let May 21st not be a day of flags - let it be a day of mirrors. Let us look at ourselves on it and see that there is still much work to be done, but also that we are determined to do it. Honest. Courageous. Democratic. Happy Independence Day," the statement reads.
Novaković: A holiday to remind us of the power of unity
Radomir Novaković, president of the party I Vote for Montenegro - I Vote for Bar, congratulated the citizens of Montenegro, as well as those in the diaspora, on the holiday.
"Montenegro as a state of all its citizens who together strive for progress - is an ideal to which we have always aspired. This most important date in recent Montenegrin history calls on us to reaffirm our commitment to the vision of Montenegro as a modern, democratic and prosperous society, based on the principles of freedom, justice and the rule of law. Marković: Fill independence with content - justice, solidarity and progress
President of the Party of European Progress Duško Marković, in his congratulatory message to citizens, said that May 21st "is not just a date, but a vow - to be worthy of the sacrifices and dreams" of those who believed in a free, civic and European Montenegro.
"Nineteen years ago today, Montenegro peacefully, democratically and proudly restored its independence. It was a historic act of responsibility and self-confidence. But independence is not only preserved by borders – but by ethics, respect for institutions, care for the weak and the belief that this country can do more and better," said Marković.
He added that "we have an obligation to fill independence with content" – with justice, solidarity and progress, so that every young person in Montenegro has a reason to stay, believe and build their future here.

Mustafić: Only a society with equal opportunities can be democratic and progressive
The President of the Bosniak Council in Montenegro, Suljo Mustafić, said in his congratulatory message that Montenegro's Independence Day is the most important date in the modern history of our country when, by the decision of the citizens in a democratic referendum, the foundation of its democratic development and Euro-Atlantic future was laid.
With the restoration of Montenegro's independence, Mustafić says, the prerequisites have been created for the construction and democratic prosperity of a multiethnic and multicultural society with a clear vision of state policy.
"We are proud of the contribution of the Bosniak people to the restoration of independence, both at home and in the diaspora, when the plebiscite support confirmed our permanent commitment to, together with others, building a democratic and prosperous community. We are aware that a democratic and secular Montenegro, a community of equal peoples and citizens and a society of social justice, is the only realistic framework in which we can exercise full civil and collective rights.
