In just under eight months since the Government adopted the Reform Agenda of Montenegro for the period from last year to 2027, the Ministry of Public Administration (MPA) has achieved all the goals planned for implementation in the first year, said the relevant Minister Maraš Dukaj.
He said that the Reform Agenda of Montenegro, adopted by the Government on September 26 last year, is a key document for implementing reforms necessary to accelerate the country's integration into the European Union and the approval of 383,5 million euros in grants and soft loans.
"We have adopted a Plan for the Full Implementation of Transactional Public Electronic Services at the National and Local Level for the Period from Now to 2027, which sets a clear direction for the further development of eServices," said Dukaj.
He, as announced by the MPA, said that they have established a functional platform for eGovernment and interoperability of registers, which enables more efficient, secure and faster data flow between institutions, with greater availability of services for citizens and businesses.
"We have prepared, and the Parliament has adopted, the Law on Information Security, which is fully aligned with the EU NIS2 Directive, thus positioning Montenegro as a reliable partner in the field of cybersecurity and digital protection," Dukaj emphasized.
These achievements, according to him, represent an important step forward towards the modernization of public administration, but also a key prerequisite for withdrawing money from the Reform and Growth Instrument within the Western Balkans Growth Plan.
Dukaj said that this opens up a new development perspective for Montenegro.
"They are also a significant contribution to the successful European integration process of Montenegro, since public administration reform, along with the rule of law, is a key pillar in the EU enlargement process," added Dukaj.
He said that in the coming period, he will focus on institutional strengthening of cybersecurity capacities.
"We expect the Government to appoint an acting director of the Cybersecurity Agency so that the Agency can function at full capacity, and Montenegro fulfills its obligations to withdraw European funds from the Support Mechanism in this regard," Dukaj said.
He said that the MPA remains fully committed to implementing structural reforms, improving digital services and strengthening the institutional resilience of the system, with the aim of creating a modern, transparent and depoliticized public administration oriented towards citizens and the economy.
"We are grateful to international and domestic partners, especially the civil sector and the media for their support, as well as to citizens for their trust," Dukaj emphasized.
