The company "Parking servis Bar" was founded by the local assembly at the end of 2023, and in August of the following year, 2024, it was officially registered. Almost 10 months later, there are still no arranged parking lots, and the company's expenses last year mainly related to salaries for the executive director and fees for the board of directors.
This is evident from the report on the work with the financial statements of that company for last year, which "Vijesti" had access to. The Municipality of Bar and the director of the Parking Service, Nikica Purlija, during the previous months, they responded with silence to the newspaper's questions about the work and expenses of that company.
The proposed document that will define the purpose, fees and other details of public parking lots, and whose adoption is a condition for the concrete start of work of a new local company, was withdrawn from the agenda of the last session of the Municipal Assembly (MA) of Bar, in order to be put up for public debate, at the request of the caucus of councilors of the Social Democratic Party and the Liberal Party.
The Elaborate on Parking Zones will be presented to the councilors of the Bar Assembly on the second day of June, "Vijesti" has learned, by which time the public hearing process will be completed.
The Report on Operations with the financial statements of "Parking Servis Bar" states that the company generated income exclusively from the budget of the Municipality of Bar in the amount of 95.000 euros and that these funds were "intended to cover operating costs and ensure stability in the initial phase of business."
Given that the company did not have its own income from parking fees during this period, it is stated that the key funding sources are budget funds that provided the necessary resources for the functioning of the company.
Total expenses for the period from the end of August to the last day of the previous year amounted to 25.611 euros. Of that, almost half - 10.440 euros - went to net earnings, although "Parking Servis Bar", as stated in the report, has only one employee, the executive director.
3.589 euros were spent on taxes and contributions on earnings.
Remuneration for members of the Board of Directors cost the company slightly less, 6.574 euros in the same period. Taxes and contributions for that body cost 1,002 euros.
One service contract was concluded in the amount of 200 euros. Payment transaction costs, fees and interest amounted to 60 euros, notary services 22 euros, accounting services 1,452 euros, office supplies 50 euros and 17 euros were spent on fees.
Marketing cost a bit more, namely the creation of a website and logo, which they paid 2,178 euros for. However, an Internet search reveals that the website is still under construction.
"At the end of 2024, DOO "Parking servis Bar" had total assets of 70.758 euros, which are entirely related to cash and cash equivalents," the report states.
Although the founder of that company, the Municipality of Bar, and its director have not previously responded to "Vijesti"'s questions about the structure of employees in that company, the aforementioned document shows that they have not hired a single worker since they began operating.
"Since no employment contracts were concluded in 2024, the final determination and adoption of the systematization act will follow after the determination of the Study by the Bar Municipal Assembly, when the employment procedure in the Company can begin," the report states, in the part relating to the organizational chart.
Employing quality and professional staff is crucial to the success of a company, because it contributes to productivity and competitiveness, and investing in quality staff is not a cost but an investment in the long-term success and sustainability of the company, according to the document signed by the director of Purlija.
During its first year of operation, "Parking Servis Bar" successfully launched its activities and secured a stable financial foundation thanks to budget transfers from the Municipality of Bar, the report concludes.
"Expenses were directed towards basic operating costs and administrative procedures necessary for the functioning of the company. The remaining funds from 2024 were recorded through deferred income and will be used to finance operations in the future," it says.
This year, they expect further strengthening of their business, with the potential generation of their own revenues through charging for parking services and other activities.
According to data from the Study on Public Parking Lots, there will be two parking zones on the territory of the Bar municipality, with 5.644 parking spaces for private cars, 81 spaces for motorcycles, 236 for people with disabilities, six spaces for buses, while 201 parking spaces are planned for reservation.
