A multi-storey building is planned to be built on the corner of Balšića and Hercegovačka Streets in the center of Podgorica, and residents warn that the building will destroy the green area and block natural light, which is why they are announcing criminal charges against those responsible at the Secretariat for Spatial Planning of the Capital City for negligent performance of official duties.
The investor - the Cetinje-based company "Bombeton" claims that the future residential and commercial building will be built in accordance with the detailed urban plan (DUP), on the basis of which they developed the conceptual design, and they invited "future neighbors to a conversation, during which they would be presented with the construction plans."
The Ministry of Spatial Planning, Urbanism and State Property did not respond to "Vijesti" whether they have had meetings with representatives of the tenants so far, who claim that they have repeatedly requested a reaction from the department. Slaven Radunović.
The residential and commercial building, they point out, "should 'grow' on the plot where the Railway Administration was located."
Tenant representative Zarija Pejović He told "Vijesti" that he learned from the Tenants' Assembly "that there is a plan to build a facility right next to the building itself."
"The construction of a four-story building a few meters from the Boračka building completely takes away our light, air, and green areas around the building. An entrance to the garage is planned on the northeast side, right next to the building itself, which means that instead of greenery, we get additional pollution, although pollution on Ivana Crnojevića Boulevard is otherwise above the permitted limits. All this creates fear and suspicion among the residents of the Boračka building that the Secretariat for Spatial Planning of the Capital City has made an incorrect decision on the fulfillment of urban and technical conditions for construction. Therefore, I have decided to file a criminal complaint against those responsible at the Secretariat for Spatial Planning, for negligent performance of their duties," said Pejović.
“Bombeton”, says the Cetinje-based company, is “open to discussions with future neighbors.” They also emphasize that they are willing to present construction plans to them.
"Which are fully aligned with the city plan, planned for that part. That is certainly desirable, because above all interests, good human relations are the most important. We believe that we all benefit from the realization of the future facility. As investors, we are valorizing the huge investments that we have already made in that micro-location. The capital city benefits from the sale of neglected yard space, and even more from the collection of utilities and other fees," said "Bombeton".
They also say that they have repeatedly contacted the Capital City Property Directorate, asking them to complete the completion of the urban planning plot so that they could construct the building.
"Previously, using our considerable resources, which was the obligation of the Capital City (the then city administration could not reach an agreement with the owners), we evicted three families from the barracks that were located on the cadastral plots in question owned by the Capital City, which was a prerequisite for the Capital City to be able to sell those plots. Ownership of the barracks was transferred to 'Bombeton', so there were no more obstacles to the sale of the land. After that, the management of the Capital City, in its mandate, Ivan Vuković, more precisely the Directorate for Property, ordered us to remove the barracks (a somewhat strange request) and delete them from the cadastral records, so that they could issue us a Decision and calculation for completing UP1 and UP2. When we did that and submitted all the required documentation for issuing a decision (request no.: 13-421/21-384 of 29.09.2023 - to the Directorate for Property), for reasons unknown to us, we did not receive any feedback.
They note that during the term of the former mayor, Oliver Injac addressed them with the same request, but that they were "deprived of any response".
"We wrote letters similar to this one to the former mayor Injac on three occasions, but we did not receive any feedback from her either. We also submitted the latest request for feedback to the new city administration, specifically to the mayor."
