RTCG Council adopts financial report, discussion on Collective Agreement postponed

The Council of Radio and Television of Montenegro (RTCG) did not discuss or express its opinion regarding the proposed Collective Agreement, because the union and the management of the Public Service Broadcaster did not reach an agreement on coefficients for university graduates.

Rakočević: Negotiations with the Union lasted for months

Rakočević noted that there were negotiations and that they lasted up to several months.

"No one can claim that there were no negotiations. That would be a gross distortion of the truth. That we did not reach an agreement is not true and I stand by that very clearly. We have lost trust because we are not keeping our word. There will be room for the coefficients to increase."

Council member Amina Murić said that there was nothing to discuss, because they had not received the documents, and appealed not to enter into a discussion with Camović Veličković.

Murić repeatedly insulted Camović Veličković during the session, saying that she lacked dignity. She also claimed that the vice president of the RTCG Council works for the interests of private media.

Rakočević said that the OTT platform was important for RTCG in many ways, adding that it was very challenging to prepare it, but also to start operating.

"A completely new medium has been launched from the Public Service. All of our content can be followed on it and it offers endless possibilities in data archiving. What were once major obstacles should now be our advantages. It was especially complex for administrative services to implement such a public procurement. We had record ratings in which we were two or three times more watched than the next competitor."

RTCG revenues 22, expenses 21 million euros

RTCG's revenues, Rakočević said, amounted to 22 million, while expenses exceeded 21 million euros. The profit, he pointed out, amounted to more than a million euros.

"Commercial revenues were 50 percent higher than planned," Rakočević noted.

Camović Velicković asked how much money was transferred to the Ministry of Culture and Media.

"We have no insight into how money is spent on promotion and sponsorship. Around 120.000 euros have been spent, and we do not have a structure of those costs... There are many deviations from the financial plan adopted by the Council."

RTCG Director General Boris Raonić said that "every cent is taken care of here."

"A precise analysis of costs is conducted on several levels. We have brought order to that quite a bit... We had people who did not come to work. We also have people who contribute minimally to this house. This is a serious problem that we are facing. I will start taking action when it comes to salary calculations. I will also file criminal charges on this issue... If a manager is ready to sign a payroll at the end of the month for someone who did not work, that is a criminal offense. This type of abuse causes great anxiety in the house."

According to him, the surplus of employees in the Public Service is 20 percent.

"We are trying to strengthen the Public Service's brand... We have an example of a scandal being made in some tabloid press about the allocation of apartments. The building is not finished, nor has the occupancy permit been obtained. No one can have a title deed...", said Raonić.

Members of the RTCG Council adopted the Public Service Broadcasting Company's financial report for the previous year.
