Residents of Omladinska Street in Pljevlja once again today did not allow workers from the Ving company to continue construction of a hundred meters of road that would connect Omladinska Street and the Street of the III Sandžačke Brigade near the city center.
Several tenants prevented the installation of a construction sign marking the start of work, which provoked a reaction from the tenants, who tried to prevent it.
At one point, while workers, with the assistance of municipal police, were trying to erect a protective fence, a sharp verbal conflict broke out between the mayor, Dario Vraneš, and the residents.
Vranes asked the tenants to allow the contractor to begin work on the road construction, claiming that they have all the necessary documentation and permits.
He also said that the project is of public interest and is worth almost half a million euros.
One of the tenants of the nearby Rade Potpara building recently filed a criminal complaint on behalf of the tenants against the Municipality of Pljevlja and the Directorate for Development and Investments because they believe that the local government wants to build a hundred meters of road near the city center, regardless of the interests of the citizens.
Due to the intention to build a road, he also filed a report with the Urban Planning and Construction Inspection.
Residents living directly along the projected road route recently did not allow the investor to mark the construction site and called on the municipal leadership to abandon the construction of the road because it would endanger the surrounding buildings and residents living there.
"The main reasons for our opposition to the construction of the street are that the legally defined conditions were not respected, that is, there was no public discussion about this project. We are not familiar with the details of the project nor do we see any public interest in the local community. Such a construction method is not in line with the public interest to mutual satisfaction, and the safety of the buildings, as well as the pedestrians themselves on the said route is questionable, due to the high retaining walls, proximity to residential areas, creation of cuts between residential buildings, disruption of the quality of life, destruction of green areas, and the like," Potpara stated in the application.
He recalled that at the beginning of August last year, the Municipality of Pljevlja and the contractor, the Ving company, attempted to build an extension of the III Sandžačke brigade street without prior notice, without prior public discussion and announcement.
Potpara wonders why this project was not implemented in the 80s when the DUP was adopted and when over 40.000 inhabitants lived in the municipality of Pljevlja, but now, according to the new census, it has about 24.000 inhabitants.
He also claims that at the beginning of December last year, changes were made to the cadastre, "by which the access stairs of two residential buildings were drawn into the plot of the future street so that they could be demolished."
"As signatories of the petition, the residents of the aforementioned area have not been informed once, nor have any of the responsible persons of the municipality of Pljevlja asked them for their opinion regarding the implementation of the aforementioned project. We believe that the leadership of the municipality of Pljevlja wants to implement the project in a brazen and rude manner, unprofessionally and against the interests of the citizens," says Potpara.
Potpara also filed a complaint against the Municipal Inspectorate of the Municipality of Pljevlja, which issued them fines for parking their car in front of the building where they live.
"The municipal police fined us with the explanation that we were parked on a green dirt surface, even though this is a parking lot that has been used for 40 years and was built by the Pljevlja Thermal Power Plant," said Potpara.
The city's first man says that Omladinska Street is being reconstructed in order to have an exit to III Sandžačke brigade Street and so that it will no longer be a dead end. We have a finished and revised project, all possible permits and approvals... We have signed a contract with the contractor. The entire city needs this street, to reduce congestion in this part of the city. The street is included in the PUP and DUP and all possible planning documents," said Vraneš.
