Montenegrin high schools will open their doors to more than 9.000 new students this year, of which more than 2.600 will be in gymnasiums.

According to the competition of the Ministry of Education, Science and Innovation, there are places for more than 2.500 future craftsmen in secondary vocational schools, while more than 4.000 are intended for students who will choose four-year educational profiles.

Applications for 51 high schools are submitted exclusively electronically, via the portal www.upisi.edu, on June 16, 17 and 18 all day, and on June 19 until 15 p.m.

"During the deadline for submitting applications for enrollment in the school, the commission is obliged to publish an updated ranking list of candidates, who applied by 16 p.m. of that day, every day at 15 p.m., in order to inform them about their place on the ranking list. The ranking list is published on the school noticeboard and contains for each candidate: name, name of parent or guardian, surname, number of points achieved individually according to the criteria evaluated for enrollment and the total number of points achieved," the MoESI statement reads.

Students who have completed primary school and are no older than 17 years of age are eligible to apply.

"The ranking list of candidates for enrollment in the school is published on the school noticeboard no later than June 24, 2025. After the ranking list is published, students submit to the school original certificates from the last three grades of elementary school and diplomas of results from national and international competitions, or awarded recognition, within the deadlines set by the school," the Ministry of Education and Science announced.

As in previous years, no administrative fee is charged.

The Ministry of Education and Science pointed out that a candidate for enrollment or his/her parent can file a complaint against the established ranking list to the high school's teaching council within three days of the ranking list being published on the notice board.

"Upon the complaint, the teachers' council is obliged to decide within three days from the date of filing the complaint. An administrative dispute may be initiated against the decision of the teachers' council," the Ministry of Education and Science announced.

For high school students, success is important, external semi-final exams, competitions...

The Ministry of Education and Science in the competition specifies that the enrollment of students in the first grade of high school is carried out based on the Rulebook on the method, procedure and evaluation of enrollment criteria, as well as the decision of the Ministry of Education on the minimum number of points.

The overall performance in the last three grades of primary school, results from external tests in the mother tongue, mathematics and one chosen subject, grades in subjects important for continuing education, as well as achievements in national and international competitions are evaluated.

Special conditions apply for enrollment in specialist departments - for the mathematics department, a grade of A in mathematics at the external matriculation examination is required, or, exceptionally, at least a grade of C, but with excellent grades in two classes.

For the philology department, a grade of A in the mother tongue and a foreign language are required, and a grade of A is also possible, but with excellent grades in the last two grades of elementary school.

When enrolling in the sports department of high schools, points are awarded based on medals and performances in sports and school competitions, membership in clubs and the national team, and priority is given to students with the best results.

The total number of points, as stated in the competition, determines the place on the unified ranking list. In the case of the same number of points, preference is given to students with better results in external knowledge testing, better overall success, and higher grades in key subjects.

Success and grades are important for secondary vocational schools

When enrolling in the first grade of secondary vocational schools, the competition states, candidates are given a general score, the average from the seventh, eighth, and ninth grades is calculated, the sum of which is multiplied by three, and the resulting result is rounded to two decimal places.

External assessment is evaluated in such a way that an excellent grade carries 10 points, very good - seven, good - four, satisfactory - one, while no points are awarded for unsatisfactory. In addition, grades from two subjects of importance to the enrolled educational program are separately evaluated.

Candidates applying to schools where teaching is conducted in a foreign language must have a grade of A in that language in the last cycle of primary education.

For educational programs that include a test of special talent, such as art schools, instead of scoring important subjects, talent is assessed in a range from 0 to a maximum of 46 points. In order to be ranked, a candidate must achieve at least 10 points on this test. In these cases, the competition emphasizes, general success in the school is evaluated according to the same principle as in other vocational schools.

Competition results also provide an advantage. For first, second or third place in international competitions, a candidate can receive 15 to 20 points, while in national competitions the maximum number of points is 15.

If a student has won multiple awards in the same subject during their education, only the best result is scored, while for multiple awards in different subjects, the points are added together. Winners of the “Luča” diploma are automatically awarded an additional 12 points. Members of the Roma and Egyptian populations earn an additional six points, in accordance with the principle of affirmative action. J. Ko.
