The Municipality of Budva, or rather its Protection and Rescue Service, will invite the Protection and Rescue Inspectorate of the Ministry of Internal Affairs to conduct an inspection in the Port of Budva, after the Public Company for Coastal Zone Management did not respond to the urgent request sent to them to provide the missing fire-fighting equipment and install a hydrant network in the marina under the old town walls.
As "Vijesti" was informed by the Protection and Rescue Service, their fire inspector conducted an inspection back in February, when an official note was made on the condition of the marina, and the state company was instructed to eliminate all irregularities.
"The JP Morsko dobro did not act on the urgency that was delivered to them four months ago. Considering that the season has started and we do not have the authority to take further administrative actions, we will inform the Protection and Rescue Inspectorate so that it can take further action," they stated in this municipal service.
The public company Morsko dobro, as stated in the emergency notice delivered to "Vijesti", has been warned that, according to the Fire Protection Law, it is obliged to have proper fire-fighting equipment in the Port of Budva.
"You are obliged to act in accordance with the Fire Protection and Rescue Plan issued by "MMK Control" - Bart (September 2024), i.e. purchase the missing fire-fighting equipment, purchase fire extinguishers and install a hydrant network, as well as remove concrete planters from the concrete dock, due to unhindered access for vessels to the aforementioned concrete dock," states the urgent notice sent to Morsko dobro by the Budva Protection and Rescue Service back in February.
An official note was submitted with urgency, made by a fire inspector who inspected fire-fighting equipment and unhindered access for emergency vehicles in the area of the port docks of the Budva Port.
"After inspecting the fire-fighting equipment and fire extinguishers in the area of the pier and docks of the Port of Budva, officers of the Protection and Rescue Service of the Municipality of Budva determined that on the central dock, 2,45 meters wide and about 80 meters long with a front landing dock of about 30 meters, there are seven larger concrete planters with planted olive trees placed for decoration and greenery in the Port by the previous managing company Dukley Marina Budva. Since the planters occupy the access area of the concrete dock and smaller emergency vehicles cannot approach them in case of sudden unwanted situations, this prevents any timely intervention to help (evacuate) endangered persons and extinguish fires on vessels," reads an official note drawn up in early February.
As it is pointed out, in the presence of an employee of the Port of Budva, the head of fire protection, the observed irregularities were recorded.
"There is no hydrant network on the docks or in the vicinity of the marina. It was noted that the fire extinguishers are not in good condition and that due to corrosion on the bottles and valves of the extinguishers, a large number of the remaining fire extinguishers are unusable due to the lack of fire cabinets. We also noticed that around 30 fire extinguishers were stored in the trailer of a small fire truck due to corrosion and malfunction," the official note states.
It is stated that "an on-site inspection determined that due to the flower pots placed on the concrete dock, it is not possible for smaller vehicles to pass through for emergency interventions, reducing the possibility of evacuation (there is no minimum distance from the flower pot wall to the edge of the concrete dock of 2,4 meters)."
"We instructed the official present to present the remarks regarding the aforementioned shortcomings to the management of the Port of Budva, in order to eliminate the irregularities in a short time - remove the concrete planters with planted olive trees, obtain stainless steel fire extinguishers, as well as the valve connections on them, and we also pointed out the malfunction of the hydrant network, which needs to be completely reconstructed, replace the old pipes with new stainless pipes and hydrant equipment, and bring the entire system into proper and usable condition in the event of emergency fire-fighting interventions on unmoored vessels in the Port of Budva," concludes the official note, which will also be forwarded to the competent republican inspection.
The Coastal Administration stated that the Port of Budva is safe and has proper fire-fighting equipment.
"This morning we received assurances from a technical person at the Port of Budva that they have been serviced and that they currently have 17 pieces of CO2 fire extinguishers and three S-9 fire extinguishers in the Port. They are awaiting the delivery of another 15 pieces of S-9 stainless steel fire extinguishers and two "ROZEN BAUER" brand uniforms with fire masks for rescuers. They have announced a tender for the purchase of one pump. They have studies for the docks: D, E2, and G DOK, as well as for GAT-1," said the Rescue Service.
