The Radio Television of Montenegro (RTCG) employees' union announced today that the assistants to the general director of Radio Television of Montenegro (RTCG), Boris Raonić, have a salary higher than many members of the state parliament, and that there is no money for worker bees.
"Who would have thought that simple agreements about coefficients would raise so much dust? It's ugly to show dirty laundry, but that's how a modern dictator wanted it. First, we don't want a dictatorship in the Public Service and we don't want a reign of terror. The RTCG employees' union has survived, so now we need to crack down on people who dared to start a good story for all workers. There is a list of people who are recognized as the initiators of a quality collective agreement, and who are being prepared to be fired or transferred to lower-ranking positions compared to those they currently hold. These people have decided not to remain silent about the bad moves of management, and this has nothing to do with any political option," the statement states.
The RTCG Employees' Union added that they are pointing out specific things and citing the letter from the Ministry of Finance as information that is available to the public and as a document that is not marked as secret.
"That letter contains objections to the KU proposal that management insists on:
"Upon reviewing the innovated Proposal for the Collective Agreement of the Public Media Service of Montenegro, it was determined that out of a total of 395 positions, coefficients were increased for 221 positions, on average by 14,26% (from 1,69% to 31,82%), of which the smallest increase in the coefficient for the editor of the Satellite Program was 1,69%. For 141 positions, the coefficients remained at the same level. The largest increase in the coefficient was proposed for the organizer of technical security and occupational safety, by 31,82%.
For the assistants to the general director for program coordination, corporate affairs and technology, a proposed increase in the coefficient of 24,14% has been determined. According to the calculation of salaries of employees at RTCG, which is submitted to the Ministry of Finance every month, the salary for the mentioned category of persons ranges from 2.500 euros to 2.773,29 euros, which are included in the list of the Ministry of Finance for publishing the 1.000 highest paid salaries, including the salary of the general director in the amount of 3.471,25 euros.

"Upon reviewing the structure of the salaries of the General Director and Assistant General Directors, it was determined that the amount of the salary supplement is higher than the basic salary. Accordingly, from the submitted document, we did not receive an explanation on what basis the General Director and Assistant General Directors receive the salary supplement under the employment contract, i.e. whether it is a salary supplement or a variable part of the salary. Considering the fact that in these cases the amount of the salary supplement is higher than the basic salary, we point out that such a method of determining salary renders meaningless the institute of salary and coefficients established by the Collective Agreement, which also leads to a violation of the principle of transparency. In connection with the above, we propose that the Employment Contracts for the aforementioned category of employees be harmonized with positive regulations."
The RTCG Employees' Union said it was time for the authorities to get involved.
"The assistant general director of RTCG has a salary higher than many members of the state parliament. And there is no money for worker bees. It is time for the competent state institutions (the Ministry of Finance and the Ministry of Culture and Media) to get involved in solving this problem," said the RTCG Employees' Union.
