The Higher State Prosecutor's Office in Podgorica dismissed the criminal complaint filed by several representatives of non-governmental organizations (NGOs) against Jovan Mićović, Ognjen Femić and unidentified persons, for the criminal offense of inciting racial, national and religious hatred.

The lawsuit was filed on May 20 by the directors of the Human Rights Action, the Center for Women's Rights, the Center for Civic Education, and the Center for Democracy and Human Rights, Tea Gorjanc Prelević, Maja Raičević, Daliborka Uljarević, and Nevenka Vuksanović, as well as the executive director of Antifascists Cetinje Filip Kuzman, the program director of the Center for Democratic Transition Milica Kovačević, and the president of the Association of History Professors Miloš Vuksanović.

NGO representatives asked the State Prosecutor's Office for a clear position on whether glorifying the Chetnik movement in Montenegro constitutes hate speech that must be sanctioned.

The notification from the Higher State Prosecutor's Office, which the MINA agency had access to, states that the actions of the reported persons "do not contain elements of the reported person, nor of any other criminal offense for which prosecution is being undertaken ex officio."

It is added that the plaintiffs have the first right to file a complaint for review of the decision to dismiss the criminal complaint within eight days.
