Mašković: "Kakaricka gora" does not meet the requirements for holding a license, six professional workers have stopped working

"These are people whose lives and rehabilitation are entirely dependent on the quality of work of this sole institution, which is managed by Democratic Front (DF) cadre Marko Čađenović, appointed solely based on the party quota and without prior work experience in leadership positions, which we discussed earlier," said the ES councilor.

The head of the European Union councilors' club in the Capital City Assembly, Miloš Mašković, claims that the public institution "Kakaricka gora" does not meet the requirements for holding a license.

He said that six professional workers, "by dismissal or decision of the director, ceased work."

According to Mašković's words and claims, which he made during the press conference, "mostly people who do not have licenses to perform professional work" were hired instead.

"... This violates Articles 130 and 136 of the Law on Social and Child Protection. That law explicitly stipulates that both the institution as a service provider and each individual professional worker must be licensed. In addition, the Rulebook on Internal Organization and Systematization of Jobs in the Institution is not in compliance with either the Statute of the Institution or the legal regulations governing this area, including the Law on Prevention of Drug Abuse. Articles 12 and 13 of that law clearly define which services are required to provide rehabilitation and resocialization services," he said.

According to Mašković, “Kakaricka gora” currently provides treatment for 25 users in a residential regime and “an additional 22 in a non-residential regime.” Mašković points out that this is why the institution does not meet the minimum legal standards for holding a license.

"I would especially like to emphasize that this is not just any institution - but the only institution of its kind in Montenegro. This gives this situation additional weight. Any shortcomings in the personnel structure, work organization and compliance with legal norms are not a mere procedural error, but a direct threat to the survival of a system that does not exist anywhere else in the country. These are people whose lives and rehabilitation are entirely dependent on the quality of work of this only institution, which is managed by the Democratic Front (DF) cadre Marko Čađenović, appointed exclusively according to the party quota and without previous work experience in management positions, which we discussed earlier," said the European Union councilor.

According to him, "Kakaricka gora" has a total of 47 people in treatment. "According to current standards, for 20 users, the institution should have at least four licensed professionals, one professional associate (occupational therapy and the like) and one professional worker for legal affairs... According to available information, the institution is currently lacking both professional associates and a legal professional, and the number of licensed professional workers is below the legally prescribed minimum. This means that at the moment the institution is missing at least one more professional worker for residential treatment and at least four more for non-residential treatment, plus the previously mentioned legal professional and professional associate. I would like to note that the capacity is 60 users in the men's block and 16 in the women's block."

He called on Gutić to order the implementation of inspection supervision.

Mašković also said that in the letter he called on the Minister of Social Welfare, Family Care and Demography, Damir Gutić, to "order the implementation of an inspection of this institution."

"Establish all facts and possible irregularities regarding the employment and licensing of personnel. Take measures in accordance with the law, including the possible removal of management if irregularities are identified," he said.

Mašković criticized Čađenović's work, emphasizing that he is in a leadership position due to a political agreement and compromise. He said that the opportunity to remove Čađenović was given to former mayor Olivera Injac, who, in his opinion, did not have the courage to do so.

"The goal of this press is not to revoke the license, but to ensure respect for the law."

Mašković said that he was concerned by the fact that the official document informing the Capital City Assembly about the number of users of "Kakaricka Gora" services was signed by "the former head of the legal department Đurđina Marković, after she was fired, as evidenced by the inspection findings."

Councilor of the European Union Budimir Mugoša appealed to eliminate the irregularities occurring at the Public Institution "Kakaricka gora".

"I hope this press will put some pressure on the institutions to carry out oversight there," he said.

Responding to a question from a "Vijesti" journalist whether he would propose to the Selection and Appointments Committee to dismiss Čađenović, Mašković said that responsibility is a foreign concept in this city administration.

"We will do everything we can. Depending on the results of the inspection, we will proceed further. I am not sure that in this parliamentary majority there are entities that are concerned about the citizens...".
