The reports on last year's work with the financial statements of the local companies of Bar "Parking Service Bar", "Water Supply and Sewerage Bar" and "Communal Services" were adopted at today's session of the Bar Municipal Assembly by the votes of the majority of councilors.
The twenty-seventh session of the Municipal Assembly (MA) of Bar was adjourned after four agenda items and will continue on Monday, June 30th.
Most opposition councilors left the session before its end, and the Democratic Montenegro party cited a violation of the rules of procedure by the head of the assembly, Branislav Nenezić, who combined the vote on two agenda items without the councilors' statement.
Some government councilors, from the Democratic Party of Socialists and the Social Democratic Party, were satisfied with these documents, claiming that the results of these companies, especially Water Supply and Utilities, show a good example of management.
Opposition councilors were less satisfied, pointing out that they always find similar documents in front of them, referring to annual work reports, and they were particularly dissatisfied with the lack of practical aspects of the work of the "Parking Service".
"Parking service" spent mostly on salaries
The Report on Operations with the financial statements of "Parking Servis Bar" states that the company generated income exclusively from the budget of the Municipality of Bar in the amount of 95.000 euros and that these funds were "intended to cover operating costs and ensure stability in the initial phase of business."
Given that the company did not have its own income from parking fees during this period, it is stated that the key funding sources are budget funds that provided the necessary resources for the functioning of the company.
Total expenses for the period from the end of August to the last day of the previous year amounted to 25.611 euros. Of that, almost half - 10.440 euros - went to net earnings, although "Parking Servis Bar", as stated in the report, has only one employee, the executive director.
3.589 euros were spent on taxes and contributions on earnings.
Remuneration for members of the Board of Directors cost the company slightly less, 6.574 euros in the same period. Taxes and contributions for that body cost 1,002 euros.
One service contract was concluded in the amount of 200 euros. Payment transaction costs, fees and interest amounted to 60 euros, notary services 22 euros, accounting services 1,452 euros, office supplies 50 euros and 17 euros were spent on fees.
Marketing cost a bit more, namely the creation of a website and logo, which they paid 2,178 euros for. However, an Internet search reveals that the website is still under construction.
"At the end of 2024, DOO "Parking servis Bar" had total assets of 70.758 euros, which are entirely related to cash and cash equivalents," the report states.
"I believe that less money could not have been spent than was spent. That these were necessary expenses. Precisely because of the waiting for the adoption of key acts, the hiring of workers was not started immediately, precisely for the purpose of saving funds," said the director of the Bar Parking Service, Nikica Purlija.
She pointed out that this did not mean that workers were not needed, but rather claimed the opposite, and emphasized that as the only employee in this company, she performed all the work herself.
Opposition councilors from Democratic Montenegro, Biram Bar and the Europe Now Movement criticized this document, but most of all the fact that the summer tourist season is entering without organized parking lots and fees, even though this company has existed and been operating for several months.
ViK earned and spent over six million
"Vodovod i kanalizacija Bar" (ViK) earned 12 euros during the 22.258 months of last year, according to data from last year's work report.
Total revenue for the reporting period amounted to 6.215.164 euros, an increase of 18,96 percent compared to the comparable year 2023.
In the structure of total revenues, operating revenues have the largest share, with 89 percent and the amount of 5.535.558 euros. Compared to the previous business year, these revenues recorded an increase of 17 percent.
Operating income is mostly related to income generated from the company's core business. In the structure of operating income, the largest share is made up of income from the sale of water and wastewater disposal, at 59 percent, while income from subscription fees accounts for almost four percent.
Total expenditures amounted to 6.192.906 euros, and compared to the comparable year 2023, they recorded an increase of 19,21 percent.
The costs of salaries and other personal income amount to 2.412.892 euros and are increasing by 29,48 percent. The costs of salaries are increasing due to the alignment with the Sectoral Collective Agreement for Housing and Utilities, the application of which began on the first day of 2024.
This agenda item discussed problems with water supply in parts of the Bar municipality and local water infrastructure. The director of this company, Mladen Đuričić, reminded the councilors that the Municipality of Bar is responsible for carrying out such works, and ViK for control and maintenance.
DOO "Komunalne djelatnost Bar" last year generated revenue of 8.629.882 euros, while that amount was planned at 6.889.883 euros, or 25 percent less than what was achieved.
Expenditures are 19 percent higher than planned, so instead of the planned 6.832.700 euros for expenses, the Bar Municipal Services spent 8.151.547 euros. The most went to salaries, so 4.973.477 euros were spent for these needs, salary compensation and other personal expenses.
Figures show that the company's revenue last year was around 440 thousand euros. This was also stated by the director of this company, Stevo Pejović, who emphasized that they were doing business positively.
Pejović praised the employees of the company, claiming that they work diligently, often during the night hours. He pointed out that the world of citizens is one of the biggest problems when it comes to municipal hygiene in the city.
