Former Executive Director of the Pljevlja Coal Mine (RUP) Milan Lekic He violated the Law on the Prevention of Corruption because he simultaneously held that position and also held the position of councilor in the Municipal Assembly (MA) of Pljevlja. He violated the anti-corruption regulation on another ground - he failed to declare two cars in the annual report on income and assets for 2022.
In the decision published yesterday by the Agency for the Prevention of Corruption, Lekić stated in his statement that he "resigned from his councilor position precisely in order to comply with the obligations under the Law on the Prevention of Corruption, but that the delay occurred due to his knowledge of the practice related to the Coal Mine, namely the fact that in the previous period the executive directors of this company did not submit reports because they were not considered public officials."
"...And for the reason that Rudnik uglja AD is not owned by the state, but by Elektroprivreda Crne Gore AD. When it comes to allegations related to passenger vehicles, he points out that they were founded even though the aforementioned vehicles were not in his ownership before 2022, but he deregistered them later," the Agency's decision states.
Lekić was the CEO of Rudnik uglja until August 2023, and then the Chairman of the Board of Directors. In October last year, he resigned from the position of Chairman due to causing a traffic accident with a company car, which he was driving under the influence of alcohol. He continued his employment at the Mine as a mining engineer.
The decision states that the agency inspected its database, which confirmed that Lekić held two positions at the same time. The database of the Ministry of Internal Affairs (MUP) was also inspected, which determined that he was the owner of two Volvo cars.
This institution, it is alleged, appreciated some of Lekić's allegations, but determined that as the executive director of Rudnik, he had the status of a public official, because Elektroprivreda Crne Gore, which owns RUP, is majority-owned by the state.
According to the asset and income report for last year, Lekić has more than 64.000 euros in his current account. His wife, the director of the Pljevlja-based company “Čistoća”, Gordana Lekić He has more than 11.000 euros in his account.
