Several employees at the Public Institution for Accommodation, Rehabilitation and Resocialization of Psychoactive Substance Users (Kakaricka gora) – five of them – hold licenses to perform professional duties at that institution.
This was shown by the report on the inspection carried out at that institution.
The head of the European Union Councilors' Club, Miloš Mašković, claimed last week that the "Kakaricka gora" institution does not meet the requirements for holding a license.
As Mašković said at the time, "several people were fired from that institution," and instead, according to his claims, "mostly people who do not have licenses to perform professional work" were hired.
He also claimed that because there are 47 people in treatment at the institution - 25 in the residential part and 22 in the non-residential part. Mašković then emphasized that the "Kakaricka gora" institution must have four licensed professional workers, one professional worker for legal affairs, as well as a professional associate. He also said that the institution "is missing at least one more professional worker for residential treatment and at least four more for non-residential treatment".
However, the report by inspector Miloš Pavićević showed that five employees at "Kakaricka Gora" hold licenses to perform basic professional tasks in social and child protection. The inspector also noted that one employee meets the requirements for a license to work in that field.
"The inspection determined that on the day of the inspection, a total of 22 users used the therapy service in the Institution for the accommodation, rehabilitation and resocialization of users of psychoactive substances, of which 18 users were in the male block and four users were in the female block... In accordance with the established factual situation, it is concluded that the subject of supervision has eliminated the identified irregularities, so the social and child protection inspector, based on Article 36, paragraph 4 of the Law on Inspection Supervision, suspends the inspection supervision procedure," the inspection report states.
During a press conference last week, Mašković also said that he was concerned by the fact that the official document informing the Capital City Assembly about the number of users of "Kakaricka Gora" services was signed by "the former head of the legal department, Đurđina Marković, after she was fired, as evidenced by the inspection findings."
Labor Inspection: Marković meets the requirements for work in "Kakaricka Gora"
A second inspection conducted at that institution, however, determined that Marković did have a permanent employment contract at "Kakaricka Gora", which was concluded on May 7th.
Labor inspector Anton Dukaj also noted that Marković submitted all the necessary documentation to perform her job as the head of the Department for Legal, Administrative and Financial Affairs in "Kakaricka Gora".
"Based on the evidence presented in accordance with the provisions of Article 11 of the Law on Inspection Supervision, the acting inspector determines that the selected candidate Đurđina Marković meets the general and special requirements for employment as the head of the Department for Legal, Administrative and Financial Affairs in 'Kakaricka Gora'... By doing so, the subject of supervision acted in accordance with Article 24 of the Labor Law, and ultimately concluded an employment contract with the same name in accordance with the provisions of Article 20 of the Labor Law," Dukaj's finding states.
