After the tender was cancelled in May, the Municipality of Kolašin announced a new international tender for the construction of a wastewater treatment plant, the construction of a sewage network, and the implementation of priority measures in water supply.

The project is financed by the European Investment Bank (EIB) and WBIF grants, through the “Montenegro Water and Sanitation” contract. The implementation is expected to last 48 months, including a 12-month period for the elimination of deficiencies.

Three key phases of the work are planned. The first phase will involve the construction of a 9,2-kilometer sewage network, which will cover Kolašin, Dulovina, Breza, parts of Smailagića Polje and Gornje Pažanj. It is expected that this network will cover around 3.000 residents.

In the phase, aimed at improving water supply, priority measures are envisaged, including the modernization of the monitoring and loss detection system, the installation of 400 new water meters, the establishment of metering zones (DMA) and the integration of the SCADA system for remote control and monitoring.

A wastewater treatment plant (WWTP) will be built in the Bakovići settlement. The plant will use classic activated sludge and aerobic stabilization, with a designed capacity of 4.000 population equivalents in the first phase, while the second phase will include an additional 2.000 residents.

The planned facility will discharge wastewater into the Tara River after treatment, while respecting all national and European environmental standards. The project is being implemented in accordance with the FIDIC “Yellow Book” and Montenegrin legislation.

The selection of the contractor will be carried out through an international open procedure, in accordance with the rules of the European Union (PRAG) and the EIB procurement guide. The deadline for submission of bids is 18 September this year by 10 am, and the public opening of bids is scheduled for the same day at the premises of the Municipality of Kolašin.
