The Basic Court in Podgorica started 2025 without eight acting judges, while in February six more judges were elected to the higher instance court, of which seven vacant judicial positions were filled during February and March. Despite this, the court achieved good results and out of the total number of cases in work in 2025, as of 30 June 6 (2025), resolved 20% of the cases, compared to the inflow, which is 978% more resolved cases, compared to the inflow on the same date last year, announced the office of the President of the Basic Court, Željka Jovović.
The court said that the criminal department recorded an increase in the influx of cases compared to the same period in 2024, so in 2025, 110 more "K" cases were received (a total of 497 cases), 228 more "Kri" cases (a total of 689 cases) and 249 more "Kv" cases (a total of 1 cases). Of the total of 043 "K" cases that were in progress, 1 cases or 228% were resolved, and of the total of 574 "Kv" cases in progress, 46,74 cases or 1% were resolved.
"On the other hand, the total inflow of cases in the civil litigation department in the relevant period is lower compared to the same period in 2024, i.e. in 2025, 2 fewer "P" cases were received (a total of 265 cases) and 2 fewer "Mal" cases (a total of 448 cases). The percentage of resolved "P" cases in relation to the inflow in the indicated period is 73%, i.e. 233% more compared to the same percentage for the given period in 115,17, while in the "Mal" department the percentage of resolved cases in relation to the inflow is 60,38%, which is 2024% less compared to the same percentage for the given period last year," the statement states.
The court, as it is added, has achieved good results in terms of the quality of its work, so in the relevant period, out of a total of 1.098 resolved cases upon appeal, only 167 cases, or 15,21% of the decisions, were overturned.
"This result was contributed to by the engagement and dedication of judges and all court employees, as well as the intensive analysis of the length of proceedings in all types of cases at sessions of court departments and sessions of all judges, with the aim of ensuring the right to a trial within a reasonable time. To this end, the President of the Court held meetings with the judges, the Police Directorate, the Post Office, the Social Work Center, the Mediation Center, representatives of the Bar Association and the Association of Expert Experts, as well as other state bodies and organizations, which significantly contributed to the efficiency of the court's work."
"Based on the presented statistical indicators on the quantity and quality of work, it can be concluded that the Basic Court in Podgorica, despite staffing and space limitations, by achieving such results during the first half of 2025, made a significant contribution to the realization of the constitutional principle of the rule of law," Jovović's office announced.
