The Strategy for a European and Civic Montenegro (STEGA) said that at last night's carnival in that city, the people of Kotor showed "how culture defeats unculture."
"The carnival evening in Kotor was a great celebration of the Mediterranean spirit, but also a strong message that the citizens of this ancient city, in their own unique way, sent to the Montenegrin public - the culture and the UNESCO city are not and cannot be a 'skewer' in the hands of the greedy and uneducated. The Kotor revelers showed this time again that they are 'up to the task'. Last night, a great SOS was sent at the Kotor carnival for this city, which must not remain alone in its intention to defend itself with culture and the spirit of citizenship from the invasion of primitivism, to which UNESCO is also an obstacle in the realization of the provincial strategy - 'destroy the valuable for the sake of the current shack'... and 'build older than the existing one'... STEGA, therefore, expresses its admiration and gratitude to the citizens of Kotor who preserve the spirit of the 'unbreakable' and who, through their specific creative expression, protect this city from the 'invasion of locusts'," the statement reads.

"A particularly important message is that the spirit of ancient Kotor cannot be 'chained' even by (once again) clumsy intervention by the police, who this time were also in the 'service' of unculture, as recently under Gorica. Therefore, STEGA expects the 'authorities' to explain why the carnival procession was interrupted and why the police had their (unnecessary and unsuccessful) act at last night's Kotor festivities. STEGA once again pays tribute to the City of Kotor and its citizens, who once again showed on their streets and the Arms Square, which is a witness to 'duration and existence', how culture defeats unculture. We have no doubt that, in its own unique way, last night's carnival events will also be 'recorded' by the Kotor Karampana," says STEGA.
