The Public Company for the Management of the Maritime Zone of Montenegro has not received a petition regarding the opening of a beach bar on the Red Beach, nor do they know that such an initiative exists, a representative from that company told "Vijesti" after some citizens of Bar, as well as foreign citizens, submitted a petition and signatures with such a request to the newspaper last week.
As stated by JP Morsko dobro last week, to this point, they have not received any official petition relating to the opening of a beach bar on Crvena plaža, "nor have they been formally informed of its existence in any way."
In accordance with their regular practices, any official letter or initiative from citizens that is submitted to them, as they said, will be considered within the framework of the applicable legal jurisdiction and procedures of this Public Enterprise.
They said that as a responsible manager of the maritime domain, they consider all citizen initiatives only when they are submitted in accordance with the legally prescribed procedure and through official communication channels.
"Until then, we are guided exclusively by the facts and documents that are officially available to us, and within our jurisdiction, we are carrying out all necessary activities to protect the maritime domain," they emphasized.
As stated in the petition, the citizens asked the competent institutions to allow the opening of the beach bar, which they say has been operating successfully for the past few years and providing basic refreshment and relaxation services to all beach visitors.
"This year, whether intentionally or accidentally, the beach bar on the Red Beach is not open. Considering that within a radius of at least two kilometers there is no other catering facility or point of sale where one could buy water, drinks or coffee, as well as the high summer temperatures and the large number of visitors, especially families with small children and the elderly, we believe that the existence of such a facility is of exceptional importance," they wrote.
They assessed that opening a beach bar is not only for the convenience of users, but also for their safety and health.
When asked about the lease status of Red Beach, the Coastal District responded that it is designated as a public family beach under the designation 6A within the current Temporary Facilities Program.
"In accordance with the legally prescribed procedure and in a completely transparent manner, the Public Company for the Management of the Maritime Domain of Montenegro conducted a Public Call, based on which a contract for the use of the maritime domain was concluded with the first-ranked bidder on April 11, 2025," they said.
They added that the tenant was issued all necessary permits upon signing the contract, including urban planning and technical conditions, as well as conditions for the organization of the swimming pool. The location is used in accordance with valid planning documents and with prior fulfillment of all legal obligations.
JP Morsko dobro, through regular field visits and in accordance with legally prescribed competencies, has repeatedly sent initiatives to the competent local government bodies, the Secretariat for Communal Affairs and the Communal Police and Inspection Service of the Municipality of Bar, the company claims, with a request to conduct inspection supervision at the location in question.
"However, to date, no feedback has been received on the actions taken on these initiatives, which is why the further course of action remains within the exclusive jurisdiction of local utility authorities," they said.
They added that as part of the intensified regular controls that are carried out along the entire coast during the summer season, continuous surveillance of the marine area is carried out, and such a practice is also applied in the territory of the municipality of Bar, as they claim, where officers of the Control Service have identified a large number of irregularities in the field.
They reminded that Morsko dobro does not have the authority to carry out inspection supervision, nor does it have the authority to conduct administrative or misdemeanor proceedings. In accordance with the legal regulations, as they stated, their jurisdiction relates to recording and reporting irregularities, while further action is the exclusive responsibility of local utility services.
One of the initiators of the petition told "Vijesti" last week that they still have not received a response from the Coastal Zone Authority, and they believe that the public must be informed about this issue because one of the most beautiful beaches in Bar does not have basic conditions for a safe stay.
