The Union of Municipalities of Montenegro (ZOCG), on the occasion of the public call for the selection of best practices in local self-government for 2025, awarded the Municipality of Tivat for the best practice in the area of "Citizen participation in the decision-making process at the local level".

"The practice of the Municipality of Tivat, awarded in a highly competitive category, stood out as an example of active cooperation between local government and citizens, which resulted in the successful reorganization of local communities," the ZOCG announced on this occasion yesterday.

They explained that at the initiative of the citizens themselves, and with the full support of the local administration of Tivat, a reorganization of the previously dysfunctional local community "Lastva - Seljanovo" was carried out, which resulted in the formation of two new, active and efficient local communities.

"This process was followed by an inclusive approach - through public discussions, institutional coordination and open communication, citizens were enabled to directly participate in defining the structure and functioning of the new local communities," the ZOCG stated, adding that this practice "demonstrates a high level of democratic culture and institutional maturity."

"After gaining greater space for participation, citizens actively took on responsibility and became partners in local government. Within the new local communities, mechanisms were formed that enable faster resolution of local issues, a greater degree of participation, and better connection of the community with the municipal administration," they said.

They emphasize that this approach has further improved the internal organization of local government.

"Through interdepartmental cooperation, better coordination and the involvement of multiple municipal services, the implemented reorganization resulted in more efficient operations, while strengthening citizens' trust in institutions and encouraging additional initiatives from the community. The Commission for the Selection of Best Practices assessed that the practice of the Municipality of Tivat meets all key criteria - success, applicability in other environments, sustainability and transparency - and represents a model that can be transferred and adapted to other local governments in Montenegro," the ZOCG statement concluded.
