Although they did not receive official, but rather, as they claim, tacit approval from the Ministry of Spatial Planning, Urbanism and State Property and the Ministry of Tourism, the administration Nikola Jovanović, she proposed, and this was included in the agenda, that on Monday at the session of the Municipal Assembly, which the head of the parliament Petar Odžić scheduled for urgent procedure, to adopt the Program of Temporary Facilities for the territory of the Municipality of Budva for the period until 2028.
"As the Commission for the Development of the Draft and Proposal of the Program of Temporary Facilities for the Territory of the Municipality of Budva has received approval from the Administration for the Protection of Cultural Heritage, the Directorate for Traffic and the Secretariat for Communal and Housing Affairs, as well as the tacit consent of the Ministry of Tourism and the Ministry of Spatial Planning, it is proposed that the Municipal Assembly make a decision," states the explanation, signed by the president of the Municipal Commission, acting secretary for investments. The Municipal Commission, which drafted the document, explains that during the public debate on the Draft Program of Temporary Locations, apart from making it available for public inspection, as well as providing comments, suggestions and opinions, none of the competent institutions that later issue permits submitted any comments, suggestions or opinions.
After that, in mid-June, the Municipality of Budva reportedly submitted the Proposal for the Temporary Facilities Program to all competent institutions for approval.
"The Commission expected that due to the importance of the Temporary Facilities Program for the citizens of Budva, the significant development of cultural assets and the generation of significant revenues for the local government budget, all comments, suggestions and opinions of the competent state authorities would be submitted during the public hearing, so that all explanations, acceptances or rejections of comments could be explained in the public hearing report and the Program adopted as soon as possible. The Commission notes that the Environmental Protection Agency did not submit an official response to the request for approval within the legally prescribed deadline. Since the subject of the Program is not a marine zone or a national park zone, it can be concluded that the Program Proposal does not require the approval of the Environmental Protection Agency," the Commission states.
As the Ministry of Spatial Planning, Urbanism and State Property, headed by Slaven Radunović submitted comments on the Draft Program by email, rather than consent or an act of refusal to consent to the submitted Proposal for the Temporary Facilities Program within 20 days, the Commission, as emphasized in the document, believes that the opinion of this government department is not a binding act and that the comments of this ministry were not officially submitted in response to the submitted request.
Therefore, as explained, in accordance with the Law on Construction of Facilities, the Ministry agrees with the Program Proposal.
The Commission has a similar position when it comes to the request sent to the Ministry of Tourism, which is headed by Simonida Kordić.
"Since the Ministry of Tourism submitted an opinion to the Municipality, and not an approval or an act of refusal to approve the Program Proposal within 20 days, the Commission believes that the opinion is not a binding act pursuant to the law, and that pursuant to the Law on Construction of Facilities, the Ministry of Tourism agrees with the Program Proposal," the Municipal Commission states.
The old Temporary Facilities Program expired at the end of December 2023, and a new document has not been adopted since then, because the administration of the detained former Mayor of the Municipality Milo Božović She failed to bring a new one, which caused chaos on the promenade last summer, turning it into a fairground.
In order to overcome the problem for this summer, because they were unable to obtain approval from the relevant ministries, the new Budva administration, headed by Nikola Jovanović, proposed that the validity of the old Program be extended until the end of the year, and thus they charged fees from tenants for both this and last summer season.
This was given the green light by the local parliament, which a month ago, with the votes of Jovanović's group "Budva our city", the European Union, the Civic Movement URA, with the key support of the informal coalition partner the Democratic Party of Socialists, adopted the Decision on granting consent to extend the lease of locations for the installation of temporary facilities for 2024 and 2025. Councilors from the Democrats, PES and the Movement for the City were against it, while councilors from the New Serbian Democracy, the Democratic People's Party, the Socialist People's Party and Nova Budva left the assembly hall. The councilor from the Movement for Changes did not attend the session.
Half a million euros for half a hectare near the monastery to build a kindergarten
The new city majority council is expected to give the green light on Monday to the decision for the Municipality to purchase 5.473 square meters of land in the immediate vicinity of the Podmaine Monastery from the Serbian company "Credit KB" for half a million euros, where a kindergarten is planned to be built.
The decision was accompanied by a letter of intent that the Mayor of the Municipality, Nikola Jovanović, sent to the company at the end of April this year.
"It is of great importance to us that the purchase is completed so that we can build a preschool education institution on this site, bearing in mind that our kindergartens are overbooked and that additional capacity is needed," states the letter of intent signed by Jovanović.
The Serbian company responded positively to this initiative.
"I am pleased to be able to participate in such a beautiful undertaking for your youngest fellow citizens and I inform you that I accept the offer, which is below the market price, to purchase the aforementioned plots from me in the amount of 500.000 euros," states the response signed by Milosav Ostojić, who was authorized to negotiate with the Municipality on behalf of "Credit KB" by the director of that company, Branislav Kavaja.
Along with the decision, the councilors were also provided with an explanation signed by the acting secretary for property protection of the Municipality, Vlado Ivanović, who explains its adoption by saying that the price is favorable, taking into account that the hired authorized appraisers estimated its value significantly higher. As stated, the plot was estimated by authorized appraiser Aleksandar Rakočević at 834.330 euros, while another appraiser, Andrija Zvicer, estimated it at 960.000 euros.
