The Ministry of Tourism reacted to the article "Against the fairground in Budva with tacit consent", published on August 20, 2025 on the "Vijesti" portal.

"The allegations in the aforementioned text that the Ministry of Tourism gave 'tacit consent' to the Proposal for the Program of Temporary Facilities for the Territory of the Municipality of Budva for the period 2024–2028 are incorrect. On the contrary, acting upon the request of the Commission for the development of this Program, the Ministry, by act number 05-123/25-4567/2 of 8 July 2025 - in accordance with Article 72 of the Law on Construction of Facilities ('Official Gazette of Montenegro', number 19/25) refused to grant consent due to the observed significant deficiencies. This act was officially submitted to the Commission.
It is important to emphasize that this is not a 'non-binding' opinion, but rather a binding position of a state authority, which ensures compliance with legal procedures, professional standards, and protection of the interests of citizens and the tourism sector.
The Law on Construction of Facilities clearly stipulates that the Program of Temporary Facilities is adopted by the Budva Municipal Assembly, for a period of five years, but only with the prior written consent of the competent state authorities, including the Ministry of Tourism. Therefore, we consider arbitrary interpretations of this legal obligation unacceptable and call on the Budva Municipality and the Commission to consistently apply the law in their work.
"We would like to remind you that adopting the Program without the consent of the Ministry represents a gross violation of legal regulations. The Ministry of Tourism will continue to protect the principles of legality and sustainable development, in the interests of the citizens and the tourism industry of Montenegro," the response reads.
