Tenders for road rehabilitation in Kolašin

On August 28, the Municipality of Kolašin announced three tenders for the selection of contractors for the rehabilitation of local roads, the total value of which exceeds 70.000 euros.

The goal is to improve road infrastructure and better connect remote villages and hamlets with the city.

The first tender concerns the rehabilitation of roads in Gornji Rovci, on the sections: Babljača (2 km), Bojska Gora (1,5 km) and Bogutov do (1,5 km). A contractor is also being sought for the rehabilitation of roads in the Moračka katuns, where works are planned on Bljušturni dol (5 km), Rađenovo brdo (2 km), Koprivni dol (200 m) and Potoci (200 m). The third tender envisages the rehabilitation of the Redice - Svrke -Lužak road, with a length of 12 kilometers, which is the longest section included in the plan.

As stated by the Municipality, the investments are of great importance for the local population, as they will improve traffic safety and enable better connections with the city area.

However, according to data from the public procurement system website, the public procurement procedure for the implementation of works on the adaptation of city and suburban streets and local and uncategorized roads has been suspended, pending the decision on the appeal. The job is worth around 1,3 million euros, and the Bijelo Polje-based company “Konstruktor Group” was selected as the most favorable contractor. However, after a complaint from one of the bidders, a complaint was filed with the Commission for the Protection of Rights, and the public procurement procedure was suspended. It was planned to carry out works on the roads Skrbuša - Rečine, Vranještica, Osreci - Ljuta, Lipovo, Trebaljevo, Bašanje Brdo, Cerovica, Javorje, Prekobrđe, Bojići, local streets...

The CeJN website does not provide any detailed information about the complainant or the reasons for it. The second-ranked company in that tender was Danilovgrad's “Eurozox”, followed by Podgorica's “Bemax” and Rožaje's “Tof”.

According to unofficial information from the Municipality, most of the works on the adaptation and rehabilitation of streets in Kolašin, which were the subject of a special public procurement procedure and were implemented within the framework of the detailed urban plans of the Center, Smailagića Polje, Sports Zone, Breza and some streets in suburban settlements, are nearing completion. The total value of the investment was around 384.000 euros, including VAT.

The work was carried out by the Bijelo Polje-based company "Konstruktor Group", which was selected as the most favorable bidder after a tender was conducted for that part of the road infrastructure works.

The works include the rehabilitation of several roads in the inner city core, including Milivoje Bulatovića, Dunje Đokića, Mojkovačka 3, Bjelasička and Gorska streets in Smailagića Polje, as well as Željeznička, Toško and Jovana, Generala Anđelića, 29. decembra, Jagoša Simonovića, Mojkovačka 4...
