The Union of Municipalities of Montenegro (ZOCG) has updated the List of Competences and Tasks of Local Self-Government, which consolidates all changes made in relevant laws and by-laws until August this year.
The ZOCG explained that the update is carried out after the end of the regular sessions of the Montenegrin Parliament, and the latest changes were made to 38 regulations.
"The list of competencies represents a unique and comprehensive overview of the legal framework within which local self-government units operate and contains provisions of systemic laws, as well as numerous sectoral regulations that regulate the areas of utility services, traffic, spatial planning, environmental protection, culture, tourism, agriculture, financing and many other segments of importance for the work of local self-governments, a total of 181," the statement said.
This update enables local governments, as well as all citizens, businesses, researchers and the interested public, to have a reliable and easily accessible document that contributes to greater legal certainty and more efficient implementation of public policies at the local level.
"The goal of this document is to bring together in one place all the norms that determine the rights and obligations of local self-government," the statement added.
For this very reason, the List of Local Self-Government Competences is not a final document, but is regularly updated in accordance with amendments and supplements, or the adoption of new legal regulations relating to local self-government.
According to its representatives, the Union of Municipalities will continue to regularly monitor changes in legislation and ensure the updating of the List of Competencies, with the aim of strengthening local democracy and improving the provision of services to citizens.
